Failure to attend a mandatory pre-bid conference or site visit shall result in the disqualification of any bidder that does not have an authorized representative attend the entire duration of the mandatory pre-bid conference. Contractors will be considered late and will not be allowed to attend the meeting if they arrive after the attendance roll has been signed by all in attendance and the doors to the room are closed. Nothing stated at this meeting will change this Invitation For Bid unless a change is made by written addendum and posted on the Utah Public Procurement Place. Bonds Invitations for bids for construction contracts estimated to exceed $50,000 shall require the submission of a bid bond (or the equivalent in cash) in an amount equal to at least 5% of the bid, at the time the bid is submitted. A performance bond and a payment bond, executed by a surety company authorized to do business in the state and listed in the U.S. Department of the Treasury Circular 570, are required for all construction contracts in excess of $50,000, in the amount of 100% of the contract price. The performance and payment bonds shall be delivered by the contractor to the procurement unit within fourteen days of the contractor receiving notice of the award of the construction contract.
