As of November 4, 2024, an engineer has been selected for the project. Although a firm timeline for construction has not been determined, construction is not expected to start prior to fiscal year 2026-2027. *The closed solicitation has been included below for reference: The City of Phoenix is seeking a qualified consultant team with experience in electrical power redundancy system, water treatment plants (WTPs), and water distribution system, to provide design and possible construction administration and inspection services for the for the Water System Power Redundancy Phase II project. The estimated construction cost is $15.2 million. PROJECT DESCRIPTION The City is currently implementing the Water System Power Redundancy Phase II project to provide standby power to 24th Street Water Treatment Plant (WTP) to minimize interruption in water production and distribution. The Water System Power Redundancy Phase II project will include design and construction of standby power systems to provide power redundancy to the following areas: o Essential Treatment Processes at 24th Street WTP. This entails necessary process trains to provide either the full or reduced treatment capacity and the associated solids handling ability. o 24th St WTP Finished Water Pumping to Pressure Zones 3A, 3B, and 4A. SECTION II - SCOPE OF WORK A. Design services by the consultant firm may include, but not limited to, the following: o Develop a comprehensive set of contract documents including construction plans and specifications adhering to current City standards, regulatory guidelines, and requirements. o Attend regular meetings with the project team to discuss, coordinate, and review the work progress and budget, resolve design issues, and document meeting minutes. o Assist in obtaining all required permits for the construction and operation of the modifications. o Provide all required services as necessary to implement alternative design reviews, constructability reviews, quality control reviews that may be performed by the Construction Manager at Risk (CMAR). o Provide agency coordination, preparation of preliminary, pre-final and final plans and consultation regarding the CMAR models and final cost proposal, assistance in the bid evaluation and recommendation of contract award. o Provide value-engineering recommendations to ensure the project will meet both the budget and schedule. B. Construction Administration and Inspection (CA&I) services by the consultant firm may include, but not limited to, the following: o Conduct pre-construction conference and hold subsequent meetings, as necessary, with the project team. o Perform on-site examination of materials, equipment, and workmanship. o Keep the City informed of the progress of the work and will guard the City Against defects and deficiencies in such work, and will disapprove or reject work failing to conform to the contract documents. o Provide quality control services during the course of construction to assure that the overall technical correctness of the construction services are being followed and that construction schedule is being met. o Arrange and coordinate special inspection for structural, mechanical, and electrical work as required. o Provide start-up assistance and training services. o Prepare and review project documents (e.g., correspondence, schedules, submittals shop drawings, test data, project data, contractor progress payments, change orders, etc.). o Conduct a substantial and final completion inspection. SECTION III - PRE-SUBMITTAL MEETING A pre-submittal meeting will be held at 200 W. Washington Street, City Hall Conference Room 5W and via WebEx. This meeting will be held concurrently with the Water System Power Redundancy Phase II Construction Manager at Risk Services solicitation. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the presubmittal meeting.
