As of September 27, 2023, an engineer has been selected and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Davidson County is seeking a qualified firm to provide engineering design, and construction phase services to provide public sewer to the Silver Valley area off of Clarksbury Church Road to Hwy 109 and Liberty Church Road in Thomasville, North Carolina to force main to the Thomasville Wastewater Plant. Additionally, part of this includes extending sewer service to a public school at New Bowers Road, which has an existing pump station. Services may include surveying, staking, easement identification & acquisition, design, environmental permitting, consultation, meetings & presentations, and construction related services. The purpose of the Request for Qualifications (RFQ) is to generally describe the work desired by the County and to invite qualified persons or firms to submit written descriptions of their qualifications and proposed approach for providing that work. All firms submitting proposals must have demonstrated experience and expertise in public sewer and permitting, surveying, easement acquisition, construction administration services. Experience within the previous five (5) years is preferred. Davidson County is an Equal Opportunity Employer and Service Provider. PROJECT DESCRIPTION To provide public sewer within the Hwy 109 corridor (or Silver Valley area) from an existing pump station located off of Clarksbury Church Road. Additionally, part of this includes extending sewer service to a public school at New Bowers Road, which has an existing pump station (this pump station will need to be upgraded). Permitting shall be secured no later than December 31, 2023. The project shall include approximately: 1) 24": 6,000 LF, 18": 8,000 LF, 12": 3,500 LF, 8": 6,000 LF (24" and 18" to serve new Regional PS, 12" and 8" to serve New Bowers Road PS); 2) 24": 35,000 LF (new Regional PS), 10": 22,000 LF (New Bowers Road PS); 3) New Regional PS: New dry-pit pump station with a design capacity of 2.0 MGD, expandable to 3.0 MGD; 4) New Bowers Road PS: Electrical and mechanical upgrades to increase pump station design capacity to 374,000 GPD; Sewer and a pump station all to be connected to the existing sewer plant owned by the City of Thomasville. The Board of Commissioners will allocate funds for this Project, as soon as possible. Funds will be available for this project for engineering services, construction, as well as easement, legal and administrative costs. A committee of individuals interested in the project may interview qualified firms responding to this RFQ in the 2 nd quarter of 2023, and will select a firm to recommend to Board of County Commissioners for final approval and award of contract SCOPE OF SERVICES The engineering services required by Davidson County for this project shall generally follow the tasks outlined below. The final scope of services will be negotiated with the selected engineering firm. Survey - to identify the best location for pump stations and sewer lines and line staking, etc. Easement Identification & Acquisition - to identify all impacted property owners and acquire easements while design is progressing, including Railroad crossing(s) and NCDOT(s) encroachments. Preliminary Design - includes Conducting Stakeholder meetings, finalizing Design and producing Design Development Documents. Construction Documents - includes final drawings, specifications, and other documentation as necessary. Pre-Construction Services - Agency Approvals - submit for and obtain all necessary local, state and federal agency approvals. Bidding Services -advertise, pre-bid conference, bid opening, bid tabulation, engineer's recommendation, contract award and Board of Commissioners' contract award presentation. Construction Management - includes progress meetings, inspections, submittals, shop drawing review/approval and evaluations of other submittals, change orders, pay applications and project closeout. SUBMITTAL REQUIREMENTS Proposals must be limited to a maximum of 20 pages single-sided (10 pages double-sided) with a minimum font size of 12. Advertising material should not be included in the proposal and will not be considered in the selection process. UG documents do not count for the page total. All proposals will become the property of Davidson County and will be evaluated to determine which firm is best qualified to meet the County's requirements.
