The selected consultant will provide up to two different conceptual plans for landscaping and fountain design improvements that include the following: 1. Plans for more resilient, simple to maintain landscaping. 2. Plan and concept for redesigning the grotto waterfall and center fountain. 3. Include plans on types of amenities such as benches and picnic tables and a suggested layout. 4. Attend up to three working meetings with staff and Parks, Recreation, and Harbor Advisory Committee to solicit their input on the conceptual plans before a final plan is approved by the City. 5. Develop a final approved design plan for implementation. 6. Develop cost estimates for the conceptual and final approved plans and specifications The City of Bangor is requesting proposals from qualified Architectural Design or Landscape Design Firm to provide a plan for refreshing and improving the landscaping at Cascade Park. In addition, the City is seeking conceptual designs for the existing fountain and pool at the park. A tabulation of all Proposals received will be available after 4:00 PM on the date of opening. Results may be viewed on the City's website. The City will issue a response on or before 4:30 PM, Tuesday, May 16, 2023. The response will be in the form of an addendum, which will be available on the City's website. Notifications will be sent out at the time of release of all addendum to the appropriate Registered Vendor List. The City encourages all potential bidders to register as a vendor at website. It is the responsibility of the Proposer(s) to see that their Proposals have sufficient time to be received by the Purchasing Department before the submittal deadline. Any Proposal, portion of a Proposal, or unrequested Proposal revision received at the City of Bangor Purchasing Department after the time and date specified, will be returned to the Proposer unopened. Cascade Park is one of the best known and most popular parks in the City. It consists of walking trials, benches, picnic tables and small gazebo. The largest feature is a waterfall and grotto with a stream that flows to a pool and fountain in the center of the park. The park has long been a destination for wedding ceremonies, family outings, community events and photography location for graduation and wedding photos. The park has varying landscaping features and plantings throughout. There is a paved walkway from the parking lot to the fountain with a network of trails and walking paths consisting of aggregate material throughout the park. The centerpiece of the park is the waterfall grotto, meandering stream, and fountain pool with colored lighting that is turned on in the evening. The fountain has changing cascades. 1. The ability to perform the services, as demonstrated by technical education and training, general experience, experience performing the necessary services, and the credentials and expertise of the people who would be assigned to do so. 2. The ability to perform the services as demonstrated by the workload and the availability of sufficient staff, financial resources, equipment, and facilities to do the tasks quickly. 3. Fees and expenditures for the architectural and engineering services that must be rendered to the City. Further negotiations may be conducted regarding any terms and conditions. Any work to be subcontracted by the architect may be subject to competitive bidding as established by the City, which reserves the right to do so.
