https://www.bizjournals.com/philadelphia/news/2023/05/17/temple-health-operating-deficit-nurses-shortage.html May 17, 2023 Temple Health has trimmed its fiscal 2023 deficit to $54.2 million, thanks in large part to the state subsidy the North Philadelphia health system receives for providing care to a high volume of uninsured and underinsured patients. In February, at the halfway point of its fiscal year ending June 30, Temple Health reported an operating loss of $103 million. "It's a very challenging year for everyone in health care," said Michael Young, CEO of Temple Health. "Overall, considering the nationwide and regional trends, we feel we're doing better than most but we would of course like to do better. Our team is working hard, we're putting our patients first, we're focused on staff recruitment and retention, and we're now trending in a positive direction that we call spiraling up." Michael DiFranco, the health system's chief accounting officer, said Temple Health accounts for the bulk of its state support during the third quarter, which is when it knows more about how much it will be receiving. He noted the system recognizes 75% of its state funding in March, which he said for this year had about a $75 million net impact on its operating income. "Even if you strip that out, we still would have shown an improvement above over the first two quarters," DiFranco said during a call with bond investors Wednesday afternoon. "That improvement was driven by discharges, which were 14% above the average of [the first two quarters]. Our total surgeries, both inpatient and outpatient, had a 22% increase above the first two quarters." Overall, when investment income and non-operating income are factored into the balance sheet, Temple Health posted a net loss of $10.3 million for the first three quarters, which is down from a net profit of $325.7 million for the same period in fiscal 2022. Temple Health is continuing to incur substantial expenses for agency nurses, $30.7 million during the nine-month period, because of the ongoing labor shortage impacting all health care providers. The health system said since reaching terms with its union nurses in November, monthly spending on agency nurses has declined, falling to $7.3 million during the third quarter of fiscal 2023. Its overtime expenses, however, topped $8 million for the third consecutive quarter. DiFranco said this year the health system has hired more than 480 nurses. "We've reduced our [use of agency nurses] dramatically," he said. "We've gone from a high of over 300 to today, it's about 70." Temple Health officials also said they are continuing to make progress on development of the Temple Women's Hospital Campus with the opening of its first OB/GYN outpatient practice at the site in the Juniata Park section of the city. Young said the system is "days away" from opening six imaging sites on the campus, where construction of a neonatal intensive care unit is scheduled to be completed in February or March of next year. Temple Health is the majority owner of Chestnut Hill Hospital, which it acquired with the Philadelphia College of Osteopathic Medicine and Redeemer Health from Tower Health for $28 million at the start of the year. Since the sale was completed, Fox Chase urologists have leveraged unused operating room block time at Chestnut Hill Hospital. An onsite urology medical office is expected to go live on the campus before the end of June, and Temple Health has used available space in the hospital for behavioral health transfers. Nick Barcellona, Temple Health's chief financial officer, said other service lines -- most notably oncology and gastroenterology -- are looking at establishing an on-campus presence at Chestnut Hill. Temple Health just launched its Fox Chase-Temple Urologic Institute, which was created to unite about two dozen specialists involved in urology services and cancer care at seven locations in Philadelphia and Montgomery County, including Chestnut Hill Hospital. Earlier this week, Jefferson Health posted its financial report for the first nine months of its fiscal 2023 which showed the health system lost $117.5 million during that time period, up from $40.6 million during the same period the previous year. Jefferson's total operating revenue for the nine-month period was $1.3 billion, up 21.8% from the prior year, driven largely by an increase in insurance premium revenue for Health Partners Plans that accounted for $767.8 million of that figure. Health Partners Plans, which Jefferson acquired full ownership of in late 2021, generated an overall operating profit of $36 million for the health system. The system's operating expenses for the nine-month period climbed 23% to $1.3 billion. The increase, according to hospital management, was driven by insurance services medical expenses, which rose by $493.8 million, salaries and wages, which were up $352.8 million and employee benefits, which climbed by $154.8 million. The increase in wages and benefits are tied to the ongoing shortage of health care workers, which required Jefferson to incur additional expenses for agency nurses and other care providers. ______________________________________________ Temple University ("Temple") is seeking qualified contractors to bid on work for the General Construction Package for Renovations to the Women's Health Center, located at 1331 E. Wyoming Avenue, Philadelphia, PA 19124. The proposed renovations will be in the former CTCoA (formerly Cancer Treatment Center's of America), located at Castor and Wyomissing Avenues in the lower northeast section of the City of Philadelphia. The Project will be relocating their Women's Health Center services to a new property at the Juniata Campus. The programs to be relocated include the following services: o Fetal Medicine o Breast Health o Ambulatory Surgery o Labor Delivery Recovery | C-Section o Antepartum Rooms o Postpartum Beds o Neonatal Intensive Care Unit o Stabilization Area These services will be established on the first floor, second floor, third floor and fourth floors of the existing five-story building. Partial areas of the first and fifth floors will be occupied during construction. The gross square footage of the areas to be renovated is approximately 104,000 square feet. This Project is subject to a Delegation Agreement between Temple, the Pennsylvania Department of General Services and the Governor's Office of the Budget. This Project will be a multi-prime project delivered pursuant to a multi-prime contract delivery structure. The Prime Contractors will include: General Construction, Mechanical-HVAC, Electrical, and Plumbing and Fire Protection, and each other contractor identified by Temple as being a Prime Contractor for the Project and which has been engaged directly by Temple to perform construction or supply machinery, materials, equipment or labor for construction of the Project. General Construction The Scope of Work for the General Construction Package shall include all necessary services, Work, labor, materials, supervision, tools, supplies, equipment, insurance, and applicable taxes necessary to complete General Construction Package as shown in the Contract Documents for the above referenced Project. The Scope of Work for the General Construction Package is further specified in the Agreement, the Scope of Work, the Plans and Specifications, and other documents that will be uploaded to TUebid as part of the solicitation. Minimum qualifications: 1. Bidders must have performed healthcare renovation projects of a similar scale to this Project within the past 5 years. 2. Bidders' project managers and superintendents must have experience managing inpatient healthcare projects, familiarity with the Safety Risk Assessment process and Infection Control Risk Assessment requirements typical for outpatient and inpatient hospital work. 3. Project managers and/or superintendents must have completed American Society for Health Care Engineering (ASHE) Health Care Construction (HCC) training or achieved ASHE Certified Healthcare Constructor (CHC) certification.
