The County of Moore, North Carolina (the "County"), requests your proposal to purchase the County's $756,000 water and sewer revenue bond anticipation note (the "Note"). Please note that in accordance with County of Moore procurement rules, the response must include scans of signed, notarized copies of the County's non-collusion and E-verify affidavits that are included with the RFP. The County looks forward to receiving your response. The Note will be issued under a Bond Order adopted by the County Board on November 15, 2022, and a Supplemental Bond Order and a Note Resolution each to be adopted by the County Board on or about May 16, 2023. A copy of the Bond Order and drafts of the Supplemental Bond Order and the Note Resolution are included with this Request. The Note is being issued in anticipation of the issuance of a revenue bond that the United States Department of Agriculture -- Rural Development has committed to purchase upon substantial completion of the contemplated project. The project consists of public water and sewer system improvements, especially including sewer line extensions to underserved areas of the Town of Vass in Moore County. Total estimated funding sources $3,761,000. The Note will be issued as a registered obligation, and the County's Finance Director will serve as registrar for the Note. The approving legal opinion of Sanford Holshouser LLP, Carrboro, North Carolina, Bond Counsel, will be furnished without cost to the purchaser. There will also be furnished the usual closing papers.
