Request for Proposals The City of Waterville is requesting bids for the construction of the Pine Ridge Recreational Area Soccer Fields. The City of Waterville is seeking proposals for the construction of the Pine Ridge Recreational Area Soccer Fields. This project is for the reconstruction of the existing Pine Ridge Recreational Area soccer field, the building of a new soccer field at the location of the existing dog park, the construction of a new, paved parking area next to the new soccer field, drainage, irrigation, bituminous walkways, and other incidental work. The site is off Norman Avenue in Waterville. RFP questions must be submitted to Andrew J. McPherson, City Engineer at amcpherson@waterville-me.gov by April 28, 2023, by 5:00 PM. The following is a general scope of work for this project: Base Bid - Upper Soccer Field 1. Install erosion control. 2. Clear trees 3. Stockpile existing boulders for re-use 4. Strip and stockpile existing loam 5. Cut and fill fields to subgrade. 6. Cut and fill drives, walks, and parking to subgrade. 7. Install storm drains. 8. Install underdrain in soccer fields. 9. Install 4" gravel subbase in soccer fields. 10. Install 12" sand soil mix. Material to meet MDOT 703.22 - Underdrain Backfill Material- Type B. 11. Install 4" loam layer. 12. Seed and mulch fields 13. Water fields through 2 mowing's. Mowing by City of Waterville. 14. Install Mirafi 500X geotextile under roads and parking. 15. Install road, parking lot, and walkway base gravel. 12" 16. Install surface gravel on roads and parking. 4" 17. Pave base course on roads and parking. 2" 18. Install bituminous curbing where shown. 19. Install pavement surface course on roads and parking. 1" 20. Pave sidewalks. 2" 21. Loam areas around road, parking, and sidewalks. 4" 22. Seed and mulch loamed areas. 23. Underground Electrical as shown. Install junction boxes where light poles are shown. Light poles and bases are not part of this contract. Scope of Work for Alternate 1 Alternate 1 is for the construction of the lower soccer field. All specifications for the Base Bid Upper Soccer Field apply. Scope of Work for Alternate 2 Alternate 2 is an allowance for a design-build irrigation system for the Upper Soccer Field. The contractor is to carry $50,000.00 for Alternate 2. Also included in this allowance is the cost to connect the irrigation system to the existing 1-1/2" copper waterline that runs underground to the existing restroom building. If it is determined that the 1-1/2" copper waterline is not adequate, the contractor will connect the new irrigation line to the existing 6" DI waterline that runs down Norman Avenue to approximately the end of the pavement. The allowance will cover all design, excavation, irrigation pipe installation, water pipe installation, electrical, backfill, testing, and site restoration to build a operable irrigation system for the upper soccer field. The contractor will be allowed a 10% markup on the cost of the irrigation subcontractor, if used, as well as all material purchased and other subcontractors utilized for this irrigation system. The contractor will be reimbursed by the unit prices provided with this bid for the contractor's equipment, labor, and aggregates supplied. These unit prices are primarily for the waterline connection to the existing 11/2" copper or 6" DI waterline. The unit prices can be used for other miscellaneous work as directed by the owner. No additional markup will be allowed on the unit prices as bid. The contractor's supervision will be considered incidental to the unit prices. Scope of Work for Alternate 3 Alternate 3 is an allowance for the design-build irrigation system for the lower soccer field. The contractor is to carry $35,000.00 for Alternate 3. The scope of Alternate 3 is the same as for Alternate 2. Alternate 3 will only be used after Alternate 2 has been accepted. The water tie-in and electrical will be covered in Alternate 2. Scope of Work for Alternate 4 Alternate 4 is for the furnishing and installation of 112,000 sf of sod, in lieu of loam, seed, and mulch, on the upper soccer field. The sod will be from a commercial sod farm that has experience growing sod for athletic fields. The sod will be harvested and installed on the same day by installers with experience installing sod for athletic fields in Maine. The sod alternate will only be chosen if the irrigation alternate is chosen. The sod will be installed after the irrigation system is complete and operational. The sod installer will be responsible for determining how much and how often the sod is watered until it goes through 2 mowing cycles. The sod installer will work with the General Contractor and the Owner to determine when the sod will be able to be mowed for the first and second time. The mowing will be done by the City of Waterville. Scope of Work for Alternate 5 Alternate 5 is for the furnishing and installation of 77,000 sf of sod on the lower soccer field. All bidding and specifications for Alternate 5 are the same as for Alternate 4.
