The Work for which Bids are asked includes the following: The proposed project will include grading approximately 2,250 linear feet of roadside ditches in multiple areas of the subdivision, installation of approximately 200 feet of 12" culverts with end sections underneath seven (7) driveways, reconditioning of approximately 860 linear feet of existing CMP culverts (pipe lining or insert pipe installation), cleaning and replacement of three (3) stone check dams, installation of two (2) storm inlets with approximately 300 feet of storm pipe underneath the roadway, construction of a 17,400 square foot dry basin with 25 foot long grass overflow weir, 25 foot long overflow pipe with end section and riprap protection, and 60 foot long grass swale. All disturbed areas shall be restored as a part of the project. Bids must be accompanied by bid security in the form of a certified check or bid bond equal to five percent of the maximum bid price, payable to the Owner as a guaranty that if the Bid is accepted, the Bidder will execute the Contract Documents and furnish the required contract security. If the Successful Bidder fails to execute the Contract Documents and provide the required contract security within 15 days after the Notice of Award, the Owner may annul the Notice of Award and the Bid Security will be forfeited. Bids may not be withdrawn within 60 days after the date of the bid opening. The Owner reserves the right to reject any or all Bids, and to award the Contract to the Bidder, who in the judgment of the Owner, will best serve the interest of the Owner. This project will be funded in part by the American Rescue Plan Act. Contracted work may require fulfillment of Buy America guidelines and will include the "Use of American Iron and Steel" provision. Bid Proposals may be denied if the requirements of this section are not met, and waivers are required. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
