Summary Notice Inviting Proposals West County Wastewater District ("WCW") is seeking proposals from qualified firms to provide Landscape and Maintenance Services ("Services"), as further detailed in Section 4, Scope of Services. If approved by WCW's Board of Directors, or designee, the successful Proposer will execute an agreement in the form of Attachment A for a three (3) years base term with up to two (2) one year option terms. The project scope, content of proposal, and selection process are summarized in this Request for Proposals ("RFP"). WCW intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at WCW's sole discretion. Background WCW provides wastewater collection and treatment services to approximately 100,000 residents. WCW is a political subdivision of the State of California and operates as an independent special district. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole, and some unincorporated areas within western Contra Costa County. WCW's system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a National Pollutant Discharge Elimination System (NPDES) permitted capacity of 12.5 million gallons per day. Scope of Services WCW works around the clock to safely and responsibly collect, treat and dispose of wastewater, keeping our neighborhoods and our natural surroundings safe and setting the stage for a sustainable future. WCW serves approximately 34,000 residences and 900 commercial and industrial businesses, with a total population of nearly 100,000. Founded in 1921, today we are transforming our organization and shaping the future of the regional wastewater industry with a team that is dedicated to innovation, progress, collaboration, service and eco-friendly practices. The successful Proposer's responsibilities will include providing full-service landscape maintenance at the district office located in Richmond, the treatment plant in Richmond, and 8 lift stations throughout our service area. 1. SERVICE LOCATIONS The successful Proposer shall provide full-service landscape maintenance services at the following locations: District Office: 2910 Hilltop Drive, Richmond Treatment Plant: 2377 Garden Tract Road, Richmond Lift Stations: Hilltop Green:Hilltop Green Park, El Sobrante Tara Hills( Beside Ball Field):2250 Tara Hills Drive, Pinole Carriage Hills:Castro Ranch Road, Richmond Sobrante:5527 Sobrante Avenue, El Sobrante La Honda(Across the street from 2900 Atlas):5116 La Honda Road, El Sobrante D'Avilla:5312 D'Avilla Way, El Sobrante Lakeside:Hillside Lake Park, Richmond Atlas Road:1600 Atlas Road, Richmond 2. LANDSCAPE MAINTENANCE SERVICES The scope of services includes but is not limited to furnishing all labor, supervision, equipment, supplies, tools, materials, services, and all other necessary incidentals required to perform complete landscape maintenance of all the locations outlined in this solicitation. 1. District Office:Services shall be provided once per week, Monday through Friday. The successful Proposer shall ensure that trees and shrubs provide adequate clearance on access routes and around the building, all planted areas are free of weeds, and debris and litter are removed weekly. In addition, the successful Proposer will provide the following Services at the District Office: Lawn: Mow lawns and remove clippings. The frequency and height of mowing will depend on current weather and growing conditions. Ground Covering: The ground cover shall be mowed or trimmed periodically to maintain plant health and uniform appearance and to reduce rodent habitat. All ground cover areas shall be maintained free of weeds and kept within boundaries and borders. Shrubs: Pruning shall promote structural strength and accentuate the plant's natural forms within the limitation of space. Fertilization costs are to be included. Trees (Up to 15' in height): Trees shall be pruned, staked, tied, and fertilized. Pruning shall promote structural strength and accentuate the plant's natural forms within limitation of space. All trees shall be pruned to provide a minimum eight-foot head clearance for walkways, roadways, tanks, open basins and channels. Dead or damaged trees, branches, and shrubs shall be removed. Irrigations: Validate programming, and maintain guidance and best practices for water conservation and proper usage of the irrigation system. Pest and Weed Control: All pesticides, herbicides and materials used must comply with local, state and federal laws. Application of materials should be carefully timed to promote positive results and safety. Trash and Litter Control: Ensure all maintained areas are clean, neat, and free of debris at the time of weekly service. Collect and legally dispose of all litter and maintenance related debris. 2. Treatment Plant: Services shall be provided once per week, Monday through Friday. The successful Proposer shall prune shrubs, weeds, and trees to keep a 5 foot clearance inside and outside the fence line along Garden Tract Road and around pump building. In addition, the successful Proposer shall provide the following services at the Treatment Plant: Lawn: Mow lawns and remove clippings. Frequency and height of mowing will depend on current weather and growing conditions. Ground Covering: The ground cover shall be mowed or trimmed periodically to maintain plant health and uniform appearance and to reduce rodent habitat. All ground cover areas shall be maintained free of weeds and kept within boundaries and borders. (Note: Contra Costa County Vector Control is responsible for ground squirrel bait application on sludge lagoon berm and fields adjacent to the process facility at the Treatment Plant.) Trash and Litter Control: Ensure all maintained areas are clean, neat, and free of debris at the time of weekly service. Collect and legally dispose of all litter and maintenance related debris. 3. Lift Stations: All lift station work will be conducted twice a year- in the first half of May and in the first half of November. The successful Proposer shall remove all weeds and debris to maintain a ten-foot firebreak setback from the driveway and station parking area, (including grass and trees), remove weeds and debris to provide vehicle route from station parking area to manhole, (west of station), maintain at least 15 feet of vertical clearance for vehicles, and maintain an acceptable schedule for weed spraying, including pre-emergent weeds. The successful Proposer shall also provide services specific to each lift station as described below. Hilltop Green (Pump Station #2): The successful Proposer shall provide weed control inside the fence, trim and maintain all plants inside the fence, remove all loose material including leaves, pine needles and litter from concrete ditches surrounding pump station fenced area and areas 20 feet on each side of station driveways, and keep all drain inlets free from loose materials that could block run-off flow. This is critical during wet weather. Tara Hills (Pump Station #3): The successful Proposer shall trim and maintain all plants inside the Lift Station fence, maintain a 10-foot firebreak from inner fence and outside the fence (except baseball field side), maintain a 10-foot firebreak free of all weeds, debris, etc. from inner fence enclosure to the outer gate entrance on each side of the road, and maintain an acceptable schedule for weed spraying, including pre-emergent. Carriage Hills (Pump Station # 5): The successful Proposer shall provide weed control inside the fence, maintain a 5-foot firebreak free of all weeds, debris, etc. outside the fence, and keep overhead branches away from station roof and radio antenna. Sobrante (Pump Station #4): The successful Proposer shall remove all weeds and debris to maintain a ten-foot firebreak setback from the driveway and station parking area, (including grass and trees), remove weeds and debris to provide vehicle route from station parking area to manhole, (west of station) maintain at least 15 feet of vertical clearance for vehicles, and maintain an acceptable schedule for weed spraying, including pre-emergent weeds. La Honda (Pump Station #8): The successful Proposer shall provide weed control inside the fence, maintain fire clearance 5 feet outside fence, and keep overhead branches away from station roof and radio antenna. D'Avila (Pump Station #9): The successful Proposer shall trim trees and bushes around this lift station. Lakeside (Pump Station #13): The successful Prosper shall maintain a 10-foot firebreak free of all weeds, debris, etc. from the fence at the back (in the sloppy area), weed control inside the fence, trim and maintain all plants inside the fence, remove all loose material including leaves, pine needles and litter from concrete ditches surrounding pump station fenced area and areas 20 feet on each side of station driveways, and keep all drain inlets free from loose materials that could block run-off flow. This is critical during wet weather. Atlas Road (Pump Station #18): The successful Proposer shall provide weed control inside the fence, and 10 feet outside the fence and 15 feet along driveway edges. LAWN SERVICES The successful Proposer shall mow the lawns weekly at the District Office and the Treatment Plant to maintain a neat, well-groomed appearance. The height of mowing will depend on current weather and growing conditions. If weather and soil conditions prohibit efficient mowing, lawns shall be mowed on the next regularly scheduled visit. There may be occasions when a scheduled work day falls on a holiday. In this event, the successful Proposer shall mow the lawn on the next regularly scheduled visit. The successful Proposer shall perform mechanical edging along sidewalks and curbs every other mowing to ensure a well-manicured appearance. Lawns bordering ground cover areas shall be edged monthly to prevent grasses from invading ground cover areas. 4. GROUND COVERING SERVICES The successful Proposer shall ensure invasive ground covering is kept off sidewalks, curbs, buildings, and other structures and shall be prevented from invading shrubs or climbing trees. 5. SHRUBS SERVICES The successful Proposer is responsible for pruning shrubs to promote structural strength and accentuate the plants' natural forms and features within the limitations of space. 6. DEBRIS AND LITTER The successful Proposer shall remove all accumulated plant debris and litter and dispose of it offsite unless otherwise agreed. Debris and litter shall be removed weekly from all landscaped areas. 7. TREE SERVICES The successful Proposer shall remove branches rubbing against or leaning on buildings, fences, walls, obstructing sidewalks, lights, signs, driveways, and dead and damaged branches. Stakes and ties shall be monitored and adjusted to prevent girdling and chafing and removed when no longer necessary. 8. WEED CONTROL The successful Proposer shall ensure all lawns, ground cover areas, and payment are weed free and must be a licensed Qualified Applicator. All weed control materials used will comply with local, state, and federal laws. All herbicides shall be carefully timed to get maximum results and will only be applied when conditions are safe. 9. PEST CONTROL The successful Proposer must be a licensed Qualified Applicator and shall take reasonable steps necessary through standard cultural practices to maintain areas free of harmful horticultural insect and disease infestations. All pesticides, herbicides, and materials used must comply with local, state, and federal laws. The application of materials should be carefully timed to promote positive results and safety. (Note: Contra Costa County Vector Control is responsible for ground squirrel bait application on sludge lagoon berm and fields adjacent to the process facility at the Treatment Plant.) 10. IRRIGATION SERVICES The successful Proposer shall validate programming and seasonally maintain and inspect the irrigation system to confirm proper function and watering schedule. The successful Proposer shall provide guidance and best practices for water conservation and adequate irrigation system usage.
