County of Tulare hereby solicits Statements of Qualifications (SOQs) from professional firms to design and install a new camera system and upgrade the existing consoles to touchscreen computer-based controls at the Bob Wiley Detention and Adult Pre-Trial Facilities. The County is seeking proposals to design, provide, and install all equipment necessary for a new camera system and console control upgrade at the Bob Wiley Detention Facility and Adult Pre-Trial. Bob Wiley is located at 36712 Rd 112, Visalia, CA 93291 and Adult Pre-Trial is located at 36650 Rd 112, Visalia, CA 93291. The project shall include design and installation of a new fully functional camera system including new cameras (149) and replacement of existing (204), as well as computer-based upgrades to the existing consoles (15) to include touchscreen controls. Equipment requirements are included in the Request for Proposal (RFQ) packet. Firms submitting for the Project shall submit their packages under seal and marked Firm Name, Sheriffs Camera and Console Upgrade. Firms must provide one (1) original and five (5) hard copies of their package and one (1) electronic copy via USB drive. Questions received after 12:00 PM on May 12, 2023, will not be answered The Project consists of designing, furnishing, and installing (design/build) all components to provide a complete and fully functional Internet Protocol (IP) camera system. There are a total of 149 new cameras and 204 existing cameras that need to be provided or replaced. The installation of all new CAT 6 network cabling shall be included with the cameras along with video storage, video management software, licensing, housing, mounts, monitors, keyboards, programming, configuration, training, camera focus and adjustment, warranty, electrical work, core drilling, and any other equipment, materials, work, or training necessary to provide a fully functional system. The video storage of all cameras shall be 365 days at a frame rate of either 12 or 24 depending on camera location. In addition, the project includes upgrading the existing consoles at both facilities to include computerbased touchscreen controls. There are six (6) consoles to be upgraded at Bob Wiley Detention and nine (9) at Pre-Trial. Existing PLC systems and IO interface boards are to be retained and used. Contractor provided computer touch screens will be fully integrated with existing PLC and IO boards using a topographical rendering of adjoining control area and will control intercoms, door controls, lighting, interlocks, hold up systems, call systems, and associated devices.
