Caution : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation that would result in the tender being restrictive or conditional. SUMMARY DESCRIPTION OF WORK REQUIRED The Societe quebecoise des infrastructures (hereinafter the "Societe") is issuing a public call for tenders for construction work aimed, in a general and non-limiting way, at the painting of all surfaces of walls, frames, doors, metals, stairs , ceilings and floors of the new Louis-Philippe-Pare high school in Chateauguay. IMPORTANT NOTICES The Company has removed the following forms from its contractual documents: Certificate relating to the probity of the tenderer ; Statement regarding lobbying activities; Certificate relating to the absence of conflict of interest. The content of these forms has been incorporated into the Instructions to Tenderers and declarations are now made by signing the Tender Form. Additional signature spaces have been added to the Submission Form to allow the signature of each member of a non-legally organized consortium when the latter has not identified a member, by proxy, to sign as the representative of the consortium. Pilot project to facilitate payments in the construction industry The Chair of the Conseil du tresor authorized the implementation of a pilot project aimed at experimenting with various measures intended to facilitate payment to companies that are parties to public construction work contracts and to public subcontracts directly related to them or indirectly and to define applicable standards in this area. The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution method with recourse to an expert-intervener. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert-intervenor for any dispute covered by the pilot project. The contract covered by this call for tenders is subject to the pilot project aimed at facilitating payment to companies party to public contracts for construction works as well as related public subcontracts (Ministerial Order No. 2018-01 ). Thus, the contract covered by this call for tenders and the related subcontracts are subject to the terms and conditions established by this pilot project. Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders make their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics as soon as possible, in accordance with the requirements of the contract documents, in order to to ensure that these requirements are met before the deadline date and time indicated in the Instructions to tenderers and/or in the Additional Instructions . Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission7@sqi.gouv.qc.ca . Subcontractors Submissions All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic transmission system submissions (TES). WORKS DURATION The work required under this call for tenders must be completely completed within 99 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date stipulated in the contract. or upon receipt of written authorization from the Company. The probable start date of the work is between July 3, 2023 and August 3, 2023 . SUBMISSION GUARANTEE The tender must be accompanied by a tender guarantee corresponding to 10% of the amount of the tender. - When the tender is transmitted on paper, this tender guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Tender guarantee of the Instructions to Bidders . - When the bid is transmitted electronically, this bid guarantee must be presented in the form of a surety bond or an irrevocable letter of guarantee and comply with the conditions mentioned in the "Tender guarantee" article of the Instructions to bidders . No other form of guarantee is accepted with this mode of transmission. TERMS Only bids submitted by bidders who meet the following conditions will be considered: have an establishment where they carry out their activities on a permanent basis, clearly identified with their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement; have the required qualifications and hold the licenses required under the Building Act (CQLR, chapter B-1.1). INFORMATION MEETING / SITE VISIT No information meeting or site visit is planned. TRANSMISSION OF COMPLAINTS All complaints made to the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca , no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below maximum three working days before the deadline date and time for receipt of tenders , taking care to mention the SEAO contract, project and notice numbers in the subject line of the email. The Company also asks the tenderer to use the form Questions during the call for tenders when it is provided for in the tender documents by addressing a maximum of 25 questions per form.. If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
