SUBMISSION CONDITIONS All the conditions mentioned in this call for tenders are contained within the call for tenders document. Tenders must be valid for a period of 45 days from the date of opening of tenders. EXECUTION OF WORKS The construction work must be carried out between July 3 and August 18, 2023, daytime for exterior work. No work will be tolerated outside beyond August 18, 2023 with the exception of evening and weekend work. For water treatment work in the mechanical room: from July 3 to November 3, 2023. In the event that the CONTRACTOR does not respect the deadline set out in the schedule, he must pay the school service center a penalty such as indicated in article 3.27 of this call for tenders. SUBMISSION GUARANTEE All tenders must be accompanied by a tender guarantee valid for a period of 45 days from the date and time limit set for the receipt of tenders. The bid guarantee must represent 10% of the total amount of the bid excluding all applicable taxes, in the form of a certified cheque, money order, irrevocable letter of guarantee or bid bond issued in favor of the school service center by a company legally authorized to stand surety. INTERGOVERNMENTAL AGREEMENT The intergovernmental agreement means any agreement concluded between the Government of Quebec and another government which has as its object access to public markets, applicable to the call for tenders and mentioned, where applicable, in the notice of call. offers published on the SEAO. This public call for tenders is subject to the following intergovernmental agreements (thresholds updated January 1, 2022 ): ACCQO Trade and Cooperation Agreement between Quebec and Ontario AQNB Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick (2008) ADDENDUM The SCHOOL SERVICES CENTER may modify its tender documents by issuing an addendum to the tender documents. This addendum is sent on SEAO or to all BIDDERS who have obtained or will obtain a copy of the tender documents. If the modification is likely to have an impact on the prices, the addendum will be sent to the BIDDERS at least 7 days before the deadline for receipt of the bids to the BIDDERS. If this deadline cannot be respected, the deadline for receipt of tenders will be postponed for as many days as necessary for this minimum deadline of 7 days to be respected. PROCEDURE FOR THE RECEIPT AND EXAMINATION OF COMPLAINTS Under section 21.0.3 of the Act respecting contracting by public bodies (CQLR, chapter C 65.1), public bodies covered by the Act respecting the Autorité des marchés publics (CQLR, chapter A-33.2.1) are required to adopt a procedure for receiving and examining complaints. To this end, the purpose of the procedure is to provide for fair treatment of complaints made in connection with the awarding or awarding of a public contract by the Riveraine school service centre. It defines the stages of receipt and examination of the complaint as well as the methods of communication. The filing of a complaint under this present document must be made via the form "Complaint form addressed to a public body" before May 3, 2023. Only contractors holding, where applicable, the license required under the Building Act (CQLR, chapter B-1.1) will be considered for the awarding of the contract. Tendering contractors are responsible for the choice of subcontractors, both for their solvency and compliance and for the content of their tender.
