San Juan County is seeking a contractor for the replacement of two (2) storm culverts on San Juan Island, located on West Side Road and West Valley Road. Please see attached plan set for additional details. Work includes traffic control, flaggers, shoring, excavation, disposal, catch basin installation, pipe laying, imported gravel backfill, compaction and other work, all in accordance with the Contract Plans, Contract Provisions, and WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, 2023 edition. Estimated Total Cost: $70,000 Contract Time: Six (6) working days; physical completion of work must take place by August 31, 2023. Bid Information: This bid invitation is being distributed to potential bidderslisted on the MRSC small works roster for San Juan County in the "Roadway Construction" and "Storm Drainage Construction" subcategories Qualified bidders must be contractors registered with MRSC Small Works Rosters for San Juan County in the appropriate service category/categories, by the time of bid submission. Pre-Bid Conference: The County is not holding a pre-bid conference for this project. The project sites are open to bidders for inspection. Amendments (Addenda): Any Amendments and/or Addenda to the bid documents will be posted online, on the web page linked above. Only bidders who have notified Public Works that they are interested in supplying a quote will be notified regarding such Amendments and/or Addenda, using the contact information provided by the bidder. Bidder Questions: Oral explanations, interpretations, or instructions given by anyone before the award of a contract will not be binding on San Juan County. In preparing a bid, contractors must use the prevailing wage rates in effect for San Juan County on the date bids are due, which may be obtained from the WA State Department of Labor & Industries (WA L&I) website or viewed in person at the Public Works office. Contractor and all subcontractors will be required to file Statement of Intent to Pay Prevailing Wages, certified payrolls, and Affidavit of Wages Paid via the WA L&I online portal. State Taxes: This municipal road construction contract is subject to WAC 458-20-171 (Rule 171) for tax purposes. Bidders shall include for compensation the amount of all Contractor-paid taxes, including retail sales or use tax on all materials, equipment and supplies used or consumed in the performance of the contract work, in the various unit bid prices or other contract amounts (1-07.2(1) APWA GSP June 27, 2011). Contractor Requirements: The successful bidder must meet all the mandatory bidder responsibility criteria set forth in RCW 39.04.350 and will be required to carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, and to furnish certificate(s) of insurance naming San Juan County as additional insured, in accordance with County policy. Contract Bond (Payment and Performance Bond): The successful bidder shall provide an executed contract bond for the full contract amount, in accordance with RCW 39.08.010. Retainage: In accordance with RCW 39.04.155(2)(f), the requirements of RCW 60.28.011 may be waived for contracts awarded using the small works roster process.
