FOLS, Exterior Painting Buildings, Ground Features 140P6023Q0049 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The National Park service is issuing this request for quote (RFQ) 140P6023Q0049, for the of exterior painting of buildings and grounds features for Fort Larned NHS, located at 1767 Kansas State Highway (KS) 156. Six miles west of the city of Larned and 5 miles east of the intersection of KS 156 and US Highway 183, in accordance with the provided of Work (SOW). All responsible sources may submit a quote that shall be considered by the agency. The Solicitation Number is 140P6023Q0049 and is issued as a Request for Quotation (RFQ) under Part 13 Simplified Acquisitions. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The FAC is available at https://www.acquisition.gov/FAR. (iv) This requirement has been set aside for Women-Owned Small Businesses (WOSB) competition in accordance with FAR 52.219-30 - Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program, under NAICS Code 238320 - Painting and Wall Covering Contractors with a small business size standard of $19.0M. (v) Line items: 10 - FOLS, Painting Service (vi) The acquisition is for the of exterior painting of buildings and grounds features at Fort Larned NHS. Fort Larned served as US military outpost to protect US Mail service from 1859 to 1880's before being decommission and sold. It served as a ranch and farm until it became a National Historic in 1968 and is managed by the National Park Service. The fort consists of 9 original structures from the 1800's and one reconstructed building. This contract work is focused upon the Barracks / Hospital building (HS-2) and the following Grounds Features, Officer's Row fences and delineation handrail. The work will be accomplished through contract and will consist of the components discussed in the statement of work. Product and services offered to the Government under this purchase shall meet or exceed the following in accordance with the attached Statement of Work (SOW). Interested Parties shall submit quotes to Adam Kircher via email at adam_kircher@nps.gov. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: Period of : 90 Days after award : Fort Larned NHS is located at 1767 Kansas State Highway (KS) 156. Six miles west of the city of Larned and 5 miles east of the intersection of KS 156 and US Highway 183. (viii) The provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition (See ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) in the terms and conditions) Any questions pertaining to this solicitation must be sent via email to adam_kircher@nps.gov on or before July 7, 2023, at 1:00 pm CDT. All questions will be answered in an Amendment to this solicitation and posted on or about July 11, 2023. (ix) 52.212-2, Evaluation-Commercial Products and Commercial Services Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at Far 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. In determining best value, the following factors will be considered: (1) Technical Capability (2) Past and (3) Price. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-4, Contract Terms and Conditions - Commercial Items; The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Surface Preparation: of existing painted wood and stone surfaces to receive new paint finishes. Power Pressure Washer Fence ONLY! No Power Washer use on, or near (6') of buildings to be used to execute this work. Clean substrate of substances that could impair of paints, including dust, dirt, oils, grease, and incompatible paints and encapsulants. Note presence of encapsulated lead-based paint. Use all precautions required by law and removal methods appropriate to meet OSHA standards. Provide all protective measures necessary for facility to remain occupied during the work and for staff/visitor safety. Dispose of all debris and protective measures as required by law. Masonry Substrate: Remove efflorescence and chalk. Do not paint surfaces if moisture content or alkalinity of surface or mortar joints exceed that permitted in manufactures written instructions. Wood Substrate: Scrape and clean knots before applying primer, apply coat of knot sealer in writing by topcoat manufacturer for the exterior used paint system indicated. Sand surfaces that will be exposed to view and dust-off. Prime edges, ends faces, and undersides. After priming fill all holes and imperfection in the finish surfaces with putty or plastic wood filler. Sand smooth when dried. 3. Paint Application: apply paint according to manufacturer's written instructions and recommendations. Use Brush applicators and techniques suited for paint and substrate indicated for the building and handrails. Roller applicators for the fences and flagpole in accordance with manufacturer's written instructions. Paint surfaces behind movable items same as similar exposed surfaces before final installation. Paint both sides and edges of exterior doors and entire exposed surface of the exterior door frames. Paint entire window unit surfaces, frames, moldings and sashes and shutters including hardware. If undercoat or other conditions show through topcoat, apply additional coats until cured film has a uniform paint finish, color, and appearance. Apply paint to produce surface films without cloudiness, spotting, holidays, laps, excessive brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut-in sharp lines and color breaks.
