The City will respond to questions it considers appropriate to the RFP and of interest to all Respondents but reserves the right not to respond to any question. Interpretations of the RFP will be in the form of an Addendum to the RFP. All such addenda shall become part of the Contract and all Respondents shall be bound by such addenda. The City reserves the right, in its discretion, to revise responses to questions after posting, by posting the modified response. No oral response to any question by any City employee or agent shall be binding on the City or in any way considered to be a commitment by the City. Scope of Services, Requirements, Evaluation Criteria and other proposal information may be obtained at the Division of Purchasing, 1st Floor, City Hall Annex, 319 East State Street, Trenton, NJ 08608 during regular business hours (8:30 am - 4:30 pm) or at the City website. A Pre-Proposal Meeting is not applicable. All sites are viewable from the street, and surveys and conceptual plans are provided. Respondents will be held responsible for incorporating into their price proposals existing conditions which may be discoverable from the survey, existing planning documents, and publicly viewable conditions. Subsequent to issuance of this RFP, the City may modify, supplement or amend the provisions of this RFP in order to respond to inquiries received from prospective Respondents or as otherwise deemed necessary or appropriate by (and in the sole judgment of) the City of Trenton. Terms of the Contract The contract is subject to approval by the Trenton City Council and shall be for a period of oneyear. The contract may be extended for additional time to a maximum period of three years, as warranted by project progress. Project Introduction The City of Trenton, New Jersey (hereinafter referred to as the "City"), is soliciting proposals through a Request for Proposal (RFP) process from qualified Landscape Architectural/ Engineering firms to provide Professional Design and Permitting Services for an interconnected series of parks along the Assunpink Creek at the properties known as 104 Taylor, Pukala, Fischer, Locust Hill Cemetery, Amtico Square, Linear Trail Connector, and Lincoln Supply ("Project Area".) The Project Area is approximately 19.5 acres and is located in the East Trenton neighborhood between North Olden Avenue and North Clinton Avenue, adjacent to the Assunpink Creek. The Project Area has undergone various environmental studies and clean-ups, and all properties are currently vacant aside from structures that were strategically retained to be incorporated in the overall park design. The primary goal of the project described in the RFP is to provide a series of parks along the Assunpink Creek offering residents a variety of recreational opportunities, both passive and active. The parks are intended to be a regional draw to bring economic development opportunities into the East Trenton neighborhood. The Project Area has been subject to extensive planning efforts to determine the best possible uses of these properties for both the residents of Trenton and regional residents. The following has been conducted for the project and will be provided to the successful respondent: Comprehensive permitting analysis Topographic Survey Wetlands Delineation Initial round of public meetings Architectural Survey and Architectural Schematic Design of structures at 104 Taylor Street Park programming Schematic site plans (including the skateboard site) Schematic grading Color rendered site plan Schematic cost estimate The objective of this solicitation is to build on this work and develop it through full permitting, preparation of construction documents, and through project bidding. The method of contractor selection has not been determined at this time.
