Site work, outdoor lighting and addition to a bridge / tunnel in Antioch, Illinois. Completed plans call for the addition of a bridge / tunnel; for site work for a bridge / tunnel; and for outdoor lighting for a bridge / tunnel.

The Project includes the following Work: The Project focus is to redevelop an existing site of approximately 4.5 acres into a new park. The project will include daylighting of the Sequoit Creek channel between Main Street and Orchard Street, which will be of various sizes and types of stone installation, stone walls, a cast in place pedestrian bridge, cast in place concrete structures, and site restoration. Additional work will include installation of underground utilities, including sanitary sewer, storm sewer, and water/sewer service lines; installation of electrical and lighting improvements; reconstruction of Depot Street; installation of a splash pad, playground equipment, and a prefabricated pavilion; construction of a restroom/concession facility; and miscellaneous site improvements, such as concrete walkways, decorative walls, decorative paver areas, irrigation, and landscaping. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price. This Project is being supported, in whole or in part by federal award number SLT 3381 awarded to the State of Illinois by the U.S. Department of the Treasury. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to "Prevailing Wages (Davis Bacon Act) (820 ILCS 130/0.01 et seq.)" as ascertained by the Village or by the Illinois Department of Labor for Lake County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Bidders shall comply with the President's Executive Order No. 11246, Equal Employment Opportunity as amended. Bidders shall comply with the following Illinois Department of Commerce and Economic Opportunity (DCEO) requirements: Steel Products Procurement (Domestic Steel) (30 ILCS 565 et seq.) Compliance with Business Enterprise Program Goal (30 ILCS 575/0.01; 775 ILCS 5/2 105)-30%; 25% MBE and 5% WBE. BEP Compliance is evaluated for the total of DCEO Funded portion of the project: 5% WBE Participation (5% * $2,750,000 = $137,500.00) 25% MBE Participation (25% * $2,750,000 = $687,500.00) Illinois Works Jobs Program Act ( 820 ILCS 130/0.01 et seq.) Illinois Works Apprenticeship Initiative (30 ILCS 599/20 20 to 20 25) Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.) Bribery (30 ILCS 500/50 5) Bid Rigging (720 ILCS 5/33E 3 or 720 ILCS 5/33E 4) Forced Labor Act (30ILCS 583) Goods from Child Labor Act (30 ILCS 584) The Village of Antioch reserves the right to reject any or all Bids, in whole or in part, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
