The San Francisco Public Utility Commission (SFPUC) is pleased to present this Request for Qualifications (RFQ) to prospective entities or groups of entities interested in submitting statements of qualifications (SOQs) to design, build, finance, operate and maintain (including revenue generation) the Southeast Treatment Plant (SEP) Biogas Utilization Project (the Biogas Project) in San Francisco, California, through a public-private partnership agreement with the City. The Biogas Project will include upgrading the digester gas to natural gas quality, injection into the nearby Pacific Gas & Electric (PG&E) natural gas pipeline, and sale as a renewable fuel, which City anticipates may be eligible for certain tax credits and environmental credit programs (e.g., renewable identification numbers (RINs) and Low Carbon Fuel Standard (LCFS)). The Biogas Project will be the primary use of the biogas originated at the SEP. The SFPUC will use a two-step process to select the Proposer to deliver the Biogas Project. This RFQ represents the first step in the process. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Deadline for questions regarding the RFQ 2:00 pm, PDT May 1, 2023
