Renovation of a municipal facility in Culpeper, Virginia. Completed plans call for the renovation of a municipal facility.

It is the intent of Culpeper County to contract a firm fixed price one company, or individual hereafter referred to as the "Contractor", to furnish all materials, equipment, and labor for the interior repainting (estimated +/- 5,000 sqft). of the offices in the Culpeper County Planning and Zoning Offices in the basement of the County Administration Building located at 302 N. Main Street, Culpeper, VA 22701. This solicitation is issued by the Culpeper County Procurement Department on behalf of the Culpeper County Board of Supervisors, herein referred to as "County". It is the County's intent that this Invitation for Bid (IFB) permit open competition. It shall be the bidder's responsibility to advise the Purchasing Agent in writing if any language, requirement, specification, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this IFB to a single source. Such notification must be received by the Purchasing Agent no later than five (5) days prior to the date set for bids to be received. Where not more specifically described in these specifications, workmanship shall conform to all of the methods and operations of best standards and accepted practices of the trade or trades involved and shall include all items required for completion of the services. All work shall be executed by personnel skilled in their respective lines of work. The Contractor shall provide all necessary equipment, materials, tools, and labor to prepare, patch (as needed), and apply paint, two separate finish coats unless otherwise stated, to selected areas in specifications as described in Attachment A attached hereto and expressly incorporated by reference herein as Attachment A (Scope of Work - Interior Repainting for Culpeper County Planning & Zoning Offices). 5.1 Contractor(s) must coordinate all work with County's Project Manager. All work shall be performed as not to interrupt normal public services, and clean for owner inspection and acceptance. 5.2 The Contractor shall perform all work after normal County business hours. Hours of work shall be from between the hours of 4:30 P.M. to 8:00 A.M. Monday through Friday. The Contractor may perform work on weekends without any time restrictions. 5.4 All travel and related expenses, are included. 5.5 Area around work site shall be cleaned each day before leaving the site. 5.6 Contractor shall daily remove all debris from the site and keep work area clean. Remove excess materials from site and dispose of legally. 5.7 The Contractor shall coordinate & schedule work so that facility operations are maintained during the work required. 5.8. County employees shall have the responsibility of removing personal items away from adjacent surfaces to be painted. A Mandatory Pre-Bid meeting, and site visit is scheduled for Thursday, April 13, 2023 at 10:00 A.M. local time in the parking lot of the Culpeper County Administration Building, located at 302 N. Main Street, Culpeper VA, 22701. The primary purpose of the site visit is to allow Bidders to become fully acquainted and familiar with the conditions as they exist and the operation to be carried out. Bidders shall make such investigation as they may see fit so that they may fully understand the facilities, difficulties and restrictions about the execution of the work. This will be the only tour of the facilities provided by County personnel. Bidders shall be required to sign a register sign-in sheet as the representative of the named business/company. Failure to attend any portion of the Mandatory Pre-Bid meeting, and failure to sign the sign-in sheet will disqualify Bidders from submitted bids. NOTE: The Purchasing Agent will pick-up the register sign-in sheet after 15 minutes and respondent showing up after 10:15 A.M. will not be allowed to sign in on the register sign-in sheet. Potential bidders are encouraged to arrive promptly since parking is limited. Minutes of the Pre-Bid meeting will not be recorded or published. Any questions pertaining to the Scope of Work, or other solicitation documents must be received in writing by the Culpeper County Purchasing Office, before 9:30 A.M. on Tuesday, April 18, 2023 to: Culpeper County Purchasing Department Attn: Alan H. Culpeper, CPPO, VCO, VCM 155 West Davis Street, Suite 100 Culpeper, VA 22701 E-mail: aculpeper@culpepercounty.gov The extent and character of the services to be performed by the Contractor(s) shall be subject to the general control and approval of the Director of the Procurement or his authorized designee(s). The Contractor shall only comply with requests and/or orders issued by the contract administrator or his authorized designee(s) acting within their authority for the County. Any change to the contract must be approved in writing by the Procurement Director of Culpeper County and the Contractor. Contract Administrators do not have the authority to order or authorize change orders, or in any way obligate funds on behalf of Culpeper County. Contractor is cautioned not to accept or act upon verbal or written directives from individuals representing citizen volunteer and/or advisory groups or any other individuals or groups without written consent from the Procurement Director. Any Contractor(s) performing services for the County of Culpeper are required and shall comply with all Occupational Safety and Health Administration (OSHA), State and County Safety and Occupational Health Standards and any other applicable rules and regulations. Also, any Contractor(s) shall be held responsible for the safety of their employees and any unsafe acts or conditions that may cause injury or damage to any persons or property within and around the work site area under this contract. The County has sole right to dismiss contractors and/or sub-contractors for non-compliance to the above rules and regulations and/or safety violation. The contractor must rectify all safety concerns prior to continuance of work. 8. LIQUIDATED DAMAGES Should the Contractor fail to complete the work, or any part thereof, in the time specified in the Contractor Bid Form, the Contractor shall reimburse the County for the additional expense and damages for each calendar day that "Final Completion" has not be achieved. The amount of such additional expense and damage incurred by reason of failure to achieve "Final Competitions" is the per diem rate of one hundred dollars ($100.00) as liquidated dames. Neither the Contractor nor the County will be held responsible for failure to perform the duties and responsibilities imposed by the Contract Documents if such failure is directly attributable and due to fire, flood, earthquake, or other catastrophic acts of God.
