Jackson County, Missouri is seeking a Twenty-Four (24) Month Term and Supply Contract with One (1) Twelve Month Options to Extend for the furnishing of Roofing Services for use by Various County Departments. Although exact usage cannot be determined, the County estimates it will spend $280,000 annually on Roofing Services. Jackson County reserves the right to split the contract award. Jackson County reserves the right to request clarifications on any bid. Jackson County reserves the right to add and/or delete locations, as necessary. All Questions regarding this Invitation to Bid shall be communicated electronically through the Jackson County. All questions must be received on the by 5:00pm CDT on May 16, 2023. All answers to questions will be published via Addenda/Amendment to the Invitation to Bid on the Jackson County All work performed under this Contract shall be performed in the Greater Kansas City Metropolitan Area. If the Respondent is not located in the Greater Kansas City Metropolitan Area, documentation MUST BE submitted on company letterhead with your bid response detailing how your company would perform the work detailed herein The Successful Contractor must have no less than five (5) years' experience in Roofing Services as described in this Invitation to Bid. Certificate of Insurance: The Successful Contractor will be required to submit to the Purchasing Department a Certificate of Insurance meeting or exceeding the positions of Item 15 "General Conditions" and Exhibit A included herein within ten (10) business days after receiving Notification of Award. The Certificate of Insurance must be received by the County prior to the commencement of any work on this contract Performance and Materials and Labor Payments Bonds: The Successful Contractor shall be required to submit to the Purchasing Department a Performance Bond and a Labor & Materials Payment Bond in the amount of Two Hundred Fifty Thousand Dollars ($250,000.00) for the original Twelve (12) Month Term within Ten (10) Business Days of receiving an Award Notification. The bonds must be in the form of bonds acceptable to the Director of Finance and Purchasing of Jackson County, Missouri, executed by a Surety Company authorized to do business in the State of Missouri, and listed in the Federal Register. Bonds must be received by the County prior to the commencement of any work. Jackson County reserves the right to require additional Performance Bonds and Labor & Materials (Payment) Bonds should the amount of work in progress exceed $250,000.00. In addition, Performance Bond, and Labor & Materials (Payment) Bonds will be required for each extension term. Prevailing Hourly Wage Rates: Compliance with the Prevailing Hourly Rate of Wages for Workmen is required on this contract pursuant to Section 29.262 RSMo 1994 Division of Labor Standards and Jackson County Code Chapter 19 Prevailing Wage Compliance Program. The applicable Annual Wage Order from the State of Missouri is included as part of this Invitation to Bid. These rates are updated periodically, current rates will apply. The Successful Contractor may request increases in Hourly Wage Rates during the term of the Contract only when the increase is equal to or less than the increase in the State of Missouri's Prevailing Hourly Rate of Wages for Workmen in that occupational title category. However, hourly rate increases will take effect only when the Successful Contractor has provided evidence in writing of such increases to the reasonable satisfaction of the county's Purchasing Administrator and the Purchasing Administrator has indicated approval of such in writing. Exempt Entity: Jackson County, Missouri is an exempt entity under Section 144.062 Revised Statutes of Missouri. Upon the request of the Successful Respondent, Jackson County will issue a project specific Missouri State Sales Tax Exemption Certificate to the Successful Respondent and their named subcontractors to be utilized during the performance of this Contract. The certificate must be requested prior to the purchase of any goods, supplies, materials and/or equipment. Under no circumstances will this certificate be backdated to cover goods, supplies, materials, or equipment already purchased. The Successful Contractor shall furnish all labor, materials, tools, equipment, and supervision for on-call roofing services at various County owned and/or operated buildings within the boundaries of Jackson County, Missouri on a time and materials basis. Roofing Services shall include all types of low slope and steep slope roofing, including but not limited to: built-up asphalt, modified bitumen, EPDM, fiberglass shingle, slate, tile, wood shake, metal, and single ply membrane (roofing, flashing, and counter flashing), gutters and downspouts, vents, drains, skylights, insulation, and roof decking of all types.
