The work covered under this solicitation shall consist of the labor, equipment, materials, tools, transportation, and incidentals necessary to legally and correctly install and complete one (1) new groundwater observation well (environmental well) into the Galena limestone bedrock formation at Walnut Lake WMA near Wells, MN, and seal borehole if necessary. The Contractor must be registered and licensed with the Minnesota Department of Health as a Well Contractor. Final Completion of the work shall be on or before October 13, 2023 The State reserves the right to use estimated usage or scenarios for the purpose of conducting pricing evaluations. The State reserves the right to modify scenarios, and to request or add additional scenarios for the evaluation The State reserves the right to reject a response if the responder fails to provide the State adequate documentation of any required license. The State reserves the right to verify any required license prior to final award and at any time during the work. Pursuant to Minnesota Statutes 177.41 to 177.44 and corresponding Minnesota Rules 5200.1000 to 5200.1120, this contract is subject to the prevailing wages as established by the Minnesota Department of Labor and Industry. Specifically, all contractors and subcontractors must pay all laborers and mechanics the established prevailing wages for work performed under the contract. Failure to comply with the aforementioned may result in civil or criminal penalties. The Contractor and Subcontractor must complete the Prevailing Wage Payroll Report in Microsoft Excel, and the Statement of Compliance in an Adobe PDF. The subject line of the email must give the Solicitation # and Project Name, and pay period ending dates. An 8-inch diameter borehole will be drilled through the unconsolidated Quaternary material and up to 10 feet into the Galena bedrock using the mud rotary drilling technique, with geologic samples collected at the surface. The DNR Project Supervisor will be on site to examine and analyze the samples to determine the exact depth to set the 4-inch diameter steel well casing. Cased depth is estimated to be as much as 120 feet deep, and the outer annulus will need to be full-length grouted per MDH rules. After the 4-inch well casing is installed and grouted, a 3-7/8-inch diameter open borehole will continue to be advanced inside of the 4-inch well casing using either mud rotary or the air rotary/down-the-hole hammer drilling method. NSF-approved drilling foam additives may be used as needed. Any drilling mud or water generated during the project will need to be watered down and thin spread adjacent to the well site in a matter that does not smother existing vegetation or cause erosion. The open borehole portion of the well will extend up to 150 feet deep. The well will be completed in water-bearing materials so as to be hydraulically connected to an aquifer. Once the well is completed, it will need to be developed (pumped) to clean any leftover drilling fluids out of the borehole and confirm that the well is hydraulically connected to the target aquifer. Development is generally assumed to take 1 to 2 hours per well, but may vary depending on the characteristics of the well. If the desired geologic materials are not encountered (i.e. clays or fines that do not produce water), a well will not be installed; instead, the borehole will be sealed by the contractor (to be determined by the Project Supervisor). The well will be completed with an 8-inch diameter steel protective casing with a locking cap and surrounded by 3 steel protection posts (4 inch diameter) filled with concrete.
