AHPS specifically reserves the right to enter into a non-exclusive contract or contracts with one or more firms responding to this RFP for all or part of the Project referenced herein and/or to negotiate with the selected Offeror in order to best serve the needs of AHPS, in respect both to cost and effectiveness. AHPS also specifically reserves the right not to enter into a Contract with any firm responding to this RFP, but rather to reject any and all proposals, to waive any in-formalities, and/or, in its sole discretion, to re-advertise for proposals for any part or all of the project referenced in this RFP. The Alleghany Highlands School Board, is seeking sealed proposals from qualified sources to provide Painting Contracting services at multiple sites within the Alleghany Highlands Public School division. II. BACKGROUND: Alleghany County comprises approximately 452 square miles on the western edge of Virginia. Adjacent counties include Bath County (north), Rockbridge County (east), Botetourt County (southeast), Craig County (south), Monroe County, West Virginia (southwest) and Greenbrier County, West Virginia (west). The County surrounds Covington, an independent city of six square miles, located off exits 14/16 of Interstate 64. The County also surrounds the towns of Clifton Forge and Iron Gate, also served by existing schools. The 2020 census reflects a population of 15,223 for Alleghany County and 5,737 for Covington City. Alleghany Highlands Public Schools (AHPS) was created July 1, 2022 when then the County of Alleghany and the City of Covington consolidated their respective school divisions into a single entity, governed by the Alleghany Highlands School Board. The new division's school boards and administrative leadership combined on July 1, 2022. Alleghany County and Covington students will be merged into a single student body of approximately 2,700 students at the beginning of the 2023 -2024 academic year. The consolidated division will have a single middle school and a single high school. Alleghany High School will remain the grades 9-12 high school for the division and some cosmetic painting is needed to change the current color scheme of red and blue to the new division's color scheme of Navy blue and Carolina Blue. The current Covington High School building will become the new division middle school, Covington Middle School and the current color scheme of blue and gold will need to change to the new division colors. Both buildings may need other areas painted due to the wear and tear. These will be outlined.
