More specifically, the successful tenderer will notably carry out the planning and coordination of questions as well as characterization activities including all related activities related thereto, including in particular communication with the owners/managers of the planned sorting centers, the collection of information on the origin of the materials sent to these facilities, the weighing and sorting of the samples collected, the disposition of the sorted materials and the compilation of all the data. The study will be carried out in two parts (collection of information and characterization) which are defined below. Two options are also available. Part 1: Collection of information on the provenance and origin of recyclable materials shipped to sorting centers For this component, the contractor must, for all participating sorting centers, collect information (see Annex A for the preliminary list) for each arrival (vehicle) of recyclable materials (before their deposit for sorting) from collection of residual materials, whether municipal or private, and regardless of the sector served (residential, industrial, commercial or institutional, or a mixture of these). The collection of information on provenance and origin applies to all arrivals of recyclable materials at a sorting center for a minimum period of five hours, during sampling days. The successful bidder will have the choice of asking all the questions identified in Appendix A to the truck drivers, or of asking the sorting center for some of the information allowing it to complete the answers to the questions that it would not ask the driver. In order to ensure that the need can be met, the tenderer's service offer must provide that the staff provided is sufficient to request all the information from all the trucks, without relying on the information that could be transmitted by the sorting center. In addition, the applicant would like the sorting center entry registers to be used in order to obtain an exhaustive inventory of entries for all the opening hours of the sorting center and for each day when the successful tenderer is present for perform characterizations. The information could end up in the database or be made available to the applicant by another means that will have to be determined during the start-up meeting. If a sorting center refuses to transmit this information to the successful bidder, the latter must inform the applicant as soon as possible. The desired information on the source and origin of the materials as well as the recyclable materials to be characterized must be collected as soon as possible after the arrival of the vehicles at the sorting centre. Thus, the successful bidder must take care to interfere as little as possible in the regular operations of the planned places. The information collection operations provided for in part 1 must take place in a given place at the same time as the operations provided for in part 2, each arrival characterized in part 2 having been questioned beforehand in part 1. Additional questions to better identify arrivals will apply only to those selected for characterization. It should be noted that arrivals of materials from other sorting centers or transshipment centers, as well as Rotopac-type trucks, are excluded from part 2 of this study, but they must be questioned about their origin as all incoming trucks. Once the steps of section 2 have been completed for the first identified shipment, the contractor will be able to identify a second shipment of recyclable materials corresponding to the identified needs. However, the successful bidder must attempt to distribute the trucks chosen for the characterization for the duration of their daily presence at the sorting centre, ie for a minimum of five hours. For truck selection purposes, all arrivals of recyclable materials must be anticipated. The scenarios are as follows: arrivals including materials from ICI, under private contract; arrivals under municipal contract including 100% materials from residences. Arrivals dedicated in whole or in part to the municipal collection of recyclable materials in multi-dwelling units must also be taken into account in the study and be considered to come from the municipal sector; arrivals under municipal contract including materials from residences and from businesses and/or institutions and/or industries (in varying proportions); arrivals under municipal contract and 100% dedicated to the collection of recyclable materials from industries, businesses and institutions (ICI) Option 1: Sub-study for Montreal samples The objective of this sub-study is to collect and characterize more samples in stratum 1 - Montreal, in order to have more representative data for this provenance. The choice of these samples must be based on origin and provenance, ie be of municipal origin and come solely from the Montreal agglomeration (ie the boroughs and related cities). These samples must be taken from two sorting centres, either from Ricova RSC, as well as from CTMR_Société VIA. Two sub-options are possible: Sub-option 1a: addition of 63 samples to be characterized distributed in these two sorting centres. Sub-option 1 b: addition of 103 samples to be characterized distributed in these two sorting centres. The characterization methodology turns out to be the same as for the main study. Details of the sampling plan associated with each of these two sub-options can be found in appendix C. The tenderer must submit, in his price schedule, a lump sum for each of these two options. The choice of the option retained will be made by RECYC-QUÉBEC when the contract is concluded, it being understood that RECYC-QUÉBEC reserves the right not to retain either of these options. Option 2: Sub-study on flexible plastics This sub-study aims to identify more precisely the resins, sizes and printing coverage of the flexible plastics (bags and films) present in the samples. To do this, after having finalized the sorting and entering the data of the samples in the database for the main study, three new sortings will have to be made using all the bags and film found in the sample. More precisely, for each of the characterizations, all the flexible plastics, regardless of which category they were in the main study (in particular, but not exclusively in categories 44 as well as 48 to 54), will have to be grouped and sorted according to the categories identified in the table below.
