to carry out the development of the local road infrastructure intervention plan (PIIRL)
for the regional county municipality of Les Basques . Only companies with an establishment in Quebec and where they carry out their activities on a
permanent basis are eligible to bid. This establishment must be accessible to the public during normal business hours and bring together a large part of the permanent resources, material and equipment necessary to carry out the mandate for which the MRC intends to award a contract. All Bidders
must comply with it, under penalty of a sanction which may go as far as the rejection of the bid or the termination of the contract, as the case may be. At this stage, only the names of the Bidders will be declared aloud, since the documents will subsequently be analyzed for conformity and the offers submitted to the weighting of a selection committee responsible for evaluating them on the basis of the documents provided. In the event that the pandemic context (Covid-19) does not allow the opening to be held face-to-face, the process could be carried out behind closed doors, in the same place, on the same day at the same time. Tenderers are invited to inquire with the MRC, before the closing date of the call for tenders, of the possibility of attending the opening of tenders.
The MRC incurs no responsibility for the fact that the written opinions or any documents conveyed
by electronic system are incomplete or contain any error or omission whatsoever. Consequently
, any Bidder must ensure, before bidding, that it obtains all the
Bidding Documents. The MRC undertakes neither to accept the lowest nor any of the tenders received nor to resort to any costs or obligations of any kind towards the Tenderer(s).
