Only companies with an establishment in Quebec and where they carry out their activities on a permanent basis are eligible to bid. This establishment must be accessible to the public during normal business hours and bring together a large part of the permanent resources, material and equipment necessary to carry out the mandate for which the MRC intends to award a contract. All Bidders must comply with it, under penalty of a sanction which may go as far as the rejection of the bid or the termination of the contract, as the case may be. At this stage, only the names of the Bidders will be declared aloud, since the documents will subsequently be analyzed for conformity and the offers submitted to the weighting of a selection committee responsible for evaluating them on the basis of the documents provided.
