Summary Ada County Highway District (ACHD) is seeking consultant services to analyze the implementation of Leading Pedestrian Intervals (LPI) and associated improvements at all signalized intersections within Ada County. The signalized intersections to analyze will be split into four packages listed below. A separate consultant is requested to evaluate each package due to the extensive nature of the project and to implement LPI at all signalized intersections within that package within a reasonable timeframe. As part of this Pre-Submission Meeting, ACHD will provide a workshop to attending respondents concerning the preparation and submission of their proposals. Prospective respondents will meet via Zoom. Although participation in the Pre-Submission Meeting and Proposal Workshop is voluntary, prospective respondents are encouraged to attend as it will be the only opportunity, aside from written inquiry and/or clarification requests, to obtain important information concerning this procurement. All questions or clarifications concerning this Request for Qualifications (RFQ) or the content and requirements of the RFQ Documents must be submitted and received in writing by 4:30 pm on Wednesday, April 19, 2023. Respondents shall submit all inquiries regarding this Proposal via ACHD's eProcurement Portal. Please note the deadline for submitting inquiries. All answers to inquiries will be posted on the Ada County Highway District's e-Procurement Portal. Bidders may also click "Follow" on this Proposal to receive an email notification when answers are posted. It is the responsibility of the bidder to check the website for answers to inquiries. ACHD will respond to questions and clarification requests requiring an addendum via a Final Addendum issued to all RFQ Holders on or before4:30 pm on Thursday, April 20, 2023. A RFQ Holders List will be posted on the eProcurement Portal. ACHD has prepared the RFQ Documents and copies must be obtained from the eProcurement Portal. ACHD reserves the right to reject all SoQ or reject any SoQ not conforming to the intent and purpose of the RFQ Documents whenever such action appears to be in the best interest of ACHD. SCOPE OF WORK 5.1. Preliminary Scope and Statement of Work Problem Statement Ada County Highway District (ACHD) is seeking consultant services to analyze the implementation of Leading Pedestrian Intervals (LPI) and associated improvements at all signalized intersections within Ada County. The signalized intersections to analyze will be split into four packages listed below. A separate consultant is requested to evaluate each package due to the extensive nature of the project and to implement LPI at all signalized intersections within that package within a reasonable timeframe. 1. Boise Downtown (105 intersections - coordinated) 2. Coordinated Corridors (135 intersections) 3. Idaho Transportation Department/ACHD intersections (89 intersections) 4. Uncoordinated Intersections (70 intersections) Each package will follow the same phasing, design, and analysis requirements. The first phase will include documenting existing intersection improvements, evaluating the additional right-of-way required for constructing improvements at intersections where needed, locations where signal controllers need to be upgraded and drafting a scope of work and cost estimate for the LPI analysis, design, and equipment. The second phase will include generating the signal timing and phasing for the implementation of LPI, analysis of LPI, and designing APS and ADA improvements at applicable intersections to implement LPI. Consultants working on the Coordinated Corridors and ITD/ACHD intersections packages will need to coordinate their efforts with each other, as the ITD/ACHD signals package overlaps with signals in the coordinated corridors package. Specifically, each project should include the following: 5.2. Phase 1 1. Document existing signal controllers, pedestrian ramps, and APS at all intersections in the specified areas. 2. Evaluate each intersection location that requires APS improvements to determine the extents of the right-of-way required to accommodate these improvements. All intersections that do not currently have APS will require that non-compliant ADA ramps be improved to meet ADA requirements. Discuss any unique challenges or constraints that would limit or prohibit constructing those improvements, i.e. buildings. 3. Locations where signal controllers will need to be upgraded. 4. Draft Scope of Work and Cost Estimate for the LPI analysis, and design and equipment installation/replacement in order to implement LPI. 5.3. Phase 2 1. Develop signal timing plan that includes LPI at all feasible intersections. 2. Analyze the impacts to vehicles and pedestrians with LPI implementation, which also includes evaluating the existing conditions with the current signal timing and phasing plans. The analysis will need to include a discussion comparing the results from the existing conditions to conditions with LPI and include associated comparison tables. 3. Tailored design solutions and construction of APS and ADA improvements required at intersections that currently do not have APS. 4. Recommendations for alternative pedestrian safety improvements if LPI is found to not be feasible at certain intersections and provide justification for implementing the alternative pedestrian safety improvements instead of LPI. 5.4. Project Success Success for this project will be measured by a report, design and construction plans, and signal timing updates that achieves the following when implemented: 1. Improved safety for all users while maintaining acceptable operations with special focus on implementing LPI near schools, vulnerable populations, and intersections with high pedestrian crossing volumes. 2. Increased ADA compliance. 3. Design compliance of APS and ADA improvements that meet industry and ACHD standards at necessary intersections. 5.5. Package Priority Consultants are to list preference or capacity for specific packages in the Statement of Qualifications.
