The Colbert County Commission is soliciting sealed bids for Colbert County FEMA/AEMA Community Safe Room, 24' x 10' x 8', Project DR-4426-0009 known as 801 E. 17th St., Sheffield, Alabama shelter. The county seeks a 1+ bid that will be good for 2 years.The Storm Shelters shall be for an above ground, pre-engineered, pre-manufactured, 1/4 " steel plate rolled rounded roof safe room or equivalent structural design to meet all specifications and design criteria installed on a monolithic concrete foundation system that complies with FEMA 361 Second Edition/August 2008 Community Shelter Design Criteria and ICC-500. A cashier's check or bid bond payable to The Colbert County Commission in an amount not less than five (5) percent of the amount of the bid, but not more than $10,000 and accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be due at the signing of the Contract. Copies of the following requirements shall be included with the bid: 1.The company awarded this contract must comply with the Alabama Public Works Bid Law and all public works policies. 2.Alabama State License 3.Alabama Contractor License (BC-S: pre-fab buildings, 4.Alabama Manufactured Housing Commission Safe room current Manufacturer, Retail and Installer Certificates and proof of bonds. 5.Certificate of insurance-General Liability and Workman's Comp. 6.Drawings of the safe room and the foundation with an Alabama registered architect and engineer seal. 7.Proof of successful door testing at Texas Tech Wind and Science Engineering Department. 8.Alabama engineer Wind Analysis and Debris Impact Certification. 9.Alabama engineer Generator Protective Housing Certification. 10.A certified foundation anchor system (proof load) test, performed by an independent testing laboratory, demonstrating the pull strength of foundation anchoring system (bolts, anchoring rods, plates, etc.) in accordance with the engineer's specifications. 11.Proof of a minimum of one (1) year experience constructing and installing community safe rooms. 12.Three (3) references with photos for the satisfactory completion of delivery and installation of comparable sized community safe rooms (within the last 24 months). The Colbert County Commission reserves the right to reject any or all bids and to waive informalities in awarding this bid to the best responsive bidder. The award of the bid will be based on criteria based on cost, quality, competence and compliance.
