Site work and paving for a transportation facility in Sacramento, California. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

The owner has selected a Construction Manager. A timeline for construction has not yet been established. The County of Sacramento (County) owns and operates the Sacramento International Airport (SMF) through the Department of Airports (Department). SMF is a commercial service airport located 12 miles from downtown Sacramento. SMF opened in 1967 under its previous name, the Sacramento Metropolitan Airport, and in the 1990s it was renamed Sacramento International Airport. Terminal B, Concourse B, and the Automated People Mover (APM) system opened in 2011 as part of a major County capital project called, The Big Build. The Sacramento County Board of Supervisors (BOS) adopted the updated Airport Master Plan (AMP) in February 2022. The updated AMP identified the need for a pedestrian walkway to provide the necessary redundancy to the APM and ensure uninterrupted access for employees and passengers moving between Terminal B and Concourse B. The Pedestrian Walkway between Terminal and Concourse B (Walkway) will be divided into three (3) distinct sections the North Walkway or lower section connects at Concourse B west APM platform and is anticipated to be a two-level structure; the South Walkway or upper section connects to Level 3 of Terminal B and is elevated approximately 40-feet above grade and crosses over landside roadway networks; and the Vertical Circulation Hub, which connects the North Walkway and the South Walkway and straddles the airside and landside portions of the Airport. The Vertical Circulation hub will include elevators and escalators to provide transition from third floor of Terminal B to second floor of Concourse B. Moving walkways are also planned for both the South Walkway and the North Walkway. The Department is seeking a qualified firm, partnership, corporation, association, persons, or professional organizations as construction manager at-risk (CMAR) to perform preconstruction and construction services for the Project. A response to this solicitation will be in the form of a Statement of Qualifications (SOQ). California Code, Public Contract Code - PCC 20146 et seq allows the County with approval of the Board of Supervisors, to utilize the CMAR delivery method for projects in the excess of one million dollars ($1,000,000) and may be awarded using either the lowest responsible bidder or best value. The Department invites all qualified CMARs interested in providing these services to submit a SOQ in compliance with the requirements of the Request for Qualifications (RFQ) document. The Department also encourages Disadvantaged Business Enterprise participation. CMARs that intend to submit a SOQ must meet the following minimum requirements: Have ability to provide adequate bonds and insurance commensurate with the work to be performed Hold a Class B or higher Contractors License which is current, valid, and in good standing with the California Contractors State License Board Registered with the California Department of Industrial Relations and qualified to perform public work as required by California Labor Code sections 1771.5 and 1725.5 Have experience providing preconstruction services Have delivered projects using CMAR delivery method and managed work through Guaranteed Maximum Price (GMP) contracts Have ability to deliver similar projects within contract time and budget Have experience working with government agencies, public works projects, and public contracting requirements Experience in the following areas is recommended: Working in a secured/public area of a commercial service airport with multiple tenants, stakeholders, and contractors requiring detailed coordination and communication Working in an operational public environment Construction of skyways and pedestrian bridges Construction in multi-phased construction projects In general, the selected CMAR delivery of the Walkway will involve two parts: The provision of preconstruction services, including but not limited to review of the design documents; preparation of cost estimates and reconciliation of estimates prepared by the Countys estimator; value engineering (VE) reviews; constructability/means and methods analysis; and recommendations for design changes. This phase will require preparation of an overall project schedule, procurement plan, and preparation of cost proposals in the form of a GMP; and Construction of the Walkway, including self-performed construction, construction management, general conditions, and general requirements. The Department will be seeking Federal Grant funding for eligible portions of this project, at this time the federal funding actual total amount is undetermined. Questions regarding the RFQ must be submitted in writing by the date stated in EXHIBIT 1, RFQ Timeline, or as issued by Addendum. Preliminary required submission deadlines begin 04.27.23 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
