Per the owner, as of April 8, 2024, a preliminary selection has been made for this solicitation. The owner states that staff will request its Borad of Directors to formally award the CM Services Agreement along with the request to award the construction contracts in the fall of 2024. Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified professional engineering firms for construction management (CM) services for the Blossom Valley Reservoir Replacement and the I-8 Unencased Transmission Mains Replacement Project (Project). The existing Blossom Valley Reservoir (BV), owned and operated by the District, is a 7.9 million gallon (MG) drinking water storage facility that was constructed in the early 1960s and consists of a compacted fill embankment, concrete liner, and wooden roof with concrete column supports. As a result of water demands decreasing approximately 40 percent since 2007, District water system operators have only been utilizing a portion of the overall storage volume (approximately 30 percent) of the reservoir since 2014. The Blossom Valley Reservoir Replacement Project will assist the District in achieving its strategic goals by replacing the existing reservoir with a 3.25 MG reservoir. Padre Dam's primary potable water transmission main uses water from the Blossom Valley Reservoir to feed Padre Dams Eastern Service Area. This backbone system pipeline was constructed in the early 1960's and consists of a combination of pipe materials including lock-bar steel, cement mortar lined and coated steel, and concrete cylinder pipe ranging in diameter from 16 to 36 inches. In 1964, segments of Interstate 8 were built, and the alignment of the new Interstate was constructed over portions of the existing backbone pipeline. Two of those locations are Labrador Lane, which is the focus of the I-8 Unencased Transmission Main Replacement Project (I-8), and Dunbar Lane. These crossings beneath Interstate 8 have been identified for replacement due to its criticality and position which makes them difficult to access, inspect, maintain, or repair. The construction phases for the Project are budgeted in the Districts Capital Improvement Program (CIP) for Fiscal Years (FY) 2023-2027. The anticipated budget for the project, including soft costs, is approximately $32M.
