The City of Dinuba is proposing to utilize CDBG dollars to conduct a planning study that shall be known as the "South El Monte Neighborhood Revitalization Plan". The study will focus on a roughly 800-acre area which encompasses the oldest parts of town. Much of the housing and infrastructure in this area was built over a century ago. The project will study areas such as infrastructure, housing stock, access to community services, and crime, and develop strategies to improve the quality of life for residents in this area, particularly the disadvantaged population such as seniors, youth, persons with disabilities, economically disadvantaged persons, etc. Additionally, many of the residents in this area of town are disproportionately lower income. Based on HUD Census Data, the City has determined that approximately 4,930 low-income persons reside in this target area and will be the primary beneficiaries for this activity. Land use is predominately residential but also includes commercial, industrial and public facilities. The study area is characterized by an older housing stock, aging infrastructure, higher rates of crime and limited community involvement. Question Deadline 05/08/2023
