Site work for a civil project in Micanopy, Florida. Conceptual plans call for site work for a water / sewer project.
Scope of Services The Town of Micanopy is seeking Professional Engineering services for planning, funding design, grant administration, preliminary design, permitting, final design, bidding services, construction administration and postconstruction operational start up and training services for Drinking Water System Improvements. The projects generally consist of the following for the Drinking Water: 1. Evaluate performance of existing Drinking Water Wells and raw water quality 2. Consider integration of Drinking Water Treatment technology or new water source(s) 3. Assess storage to meet current and Future Demand 4. Distribution System evaluation to include but not limited to Lead Service Line Identification and Replacement Plan, water main replacement/upgrade, water main extensions and water meters The selected consultant(s) will be responsible for: Facility Planning The selected Consultant will provide all personnel and services required to submit an FDEP approved Facility Plan that will include but not be limited to identify where the project or activity is located, confirm the service area census tracts, description of the existing and recommended facilities, comparison of at least three alternatives, estimated capital costs, estimated operation and maintenance costs, and repair and replacement costs, if applicable, environmental review, need or justification for the project, the environmental and economic impacts and benefits of the project, planning document signed and sealed by a professional engineer. Funding Loan and Grant Administration The selected Consultant will provide all personnel and services required to ensure that the Town complies with all aspects of the SRF Loan requirements. Scope of services include but are not limited to: 1. RFI Preparation and Submission - Gather appropriate data in planning and design project(s), prepare the Request(s) for Inclusion for construction, coordinate review/approval with the Town, transmit to FDEP and any other actions required for the successful submission of the RFI(s). 2. FDEP Schedule Management/Coordination - Throughout planning, design(s) and construction project(s), coordinate with all parties to obtain and/or disseminate information related to the SRF process. 3. Public Meeting Presentations - Attend and present the Planning, Design(s) and Construction plans and any other required information at Public Meetings per the SRF Program requirements 4. Environmental Clearances - Gather appropriate planning, design data, prepare the Environmental Clearance documentation for each project, coordinate review/approval with the Town, transmit to FDEP and any other actions required for the successful submission of the Environmental Clearance(s) 5. Elevation to Fundable Status - Coordinate construction Priority List Management Hearing(s) action with FDEP to ensure the project(s) are elevated to the Fundable Portion of the Priority List 6. Loan Application(s) Preparation and Submission(s) - Gather appropriate data, prepare the construction SRF Loan Application(s), coordinate review/approval with the Town, transmit to FDEP and any other actions required for the successful submission of the Loan Application(s) 7. Loan Agreement(s) Review - Review the design and construction SRF Loan Agreement(s) to ensure that the terms agreed to by FDEP are contained with and identify all requirements that the Town will be responsible for 8. Procurement Assistance - Provide planning, design and construction review services to ensure that all program requirements have been included in the procurement action. Provide required program requirements for the procurement of sub-contractors by the Contractor(s). Review all subcontractor procurement actions for compliance with the SRF program 9. Pre-Construction Technical Services - Prepare and present an agenda outlining the compliance requirements at the Pre-Construction meeting(s). Ensure all compliance requirements are communicated effectively. Provide all required signage requirements/posters 10. Monthly Technical Services - Process monthly Pay Application/Estimates, review Change Orders for FDEP eligibility, gather documentation and prepare monthly Disbursement Requests, provide any required reporting services, ensure accurate project(s) files are maintained and any other actions required for the successful financial administration of the SRF Loan 11. Monthly Davis Bacon Services - Process weekly certified payrolls, prepare and distribute an Exception Listing, coordinate the resolution of any outstanding Certified Payroll issues, monitor Job Site Bulletin Board for document compliance, ensure accurate project files are maintained and any other actions required for ensuring successful compliance with Davis Bacon and the Related Acts 12. Monthly American Iron and Steel Services - Review submittals, invoices and other documents to ensure materials are compliant with the American Iron and Steel provisions. Track all materials for the purposes of determining compliance, ensure accurate project files are maintained and any other actions required for ensuring successful compliance with American Iron and Steel provisions 13. Project(s) Closeout/Audit Assistance - Prepare closeout information required for FDEP regarding the project(s). This may include the Final Construction Inspection, Preliminary Administrative Closeout, Final Administrative Closeout conducted by FDEP representatives, and any other actions required for ensuring successful completion of the project(s) closeout. Provide Annual Audit and Project-Specific Audit assistance to the Town as necessary. 14. Other Grant Opportunities - Research and identify other grant opportunities for each project described in the facility planning documents, bring opportunities and apply for additional funding through local, state and federal programs as available and applicable. Preliminary Design For each project(s): Data review, development of the basis of design for the selected alternatives described in the facility planning documents including but not limited to grouping and phasing projects, geotechnical investigations, boundary and topographic survey, engineering design calculations, operational/control strategy, hydraulic and process calculations, treatment facility site (as necessary) plan structural and architectural floor plan development and layout, wetland surveys, stormwater impervious calculations, initial electrical loads, environmental assessments, and meetings and coordinating with Town and operations staff. Summarize basis of design in technical memorandum with Engineer's opinion of probable construction cost. Final Design For each Project(s): Prepare complete design documents through the development of 60%, 90%, and 100% drawings and specifications including architectural, civil, electrical, mechanical and instrumentation. Updated cost estimates provided at each project deliverable. 100% drawings and specifications to be suitable for public procurement. Permitting For each project(s): Prepare and submit all required permitting/jurisdictional approvals (from local, state and federal agencies), associated with each project including but not limited to: FDEP application for Public Drinking Water Facility Construction Permit, Building Permit assistance, St. John's River Water Management District (SJRWMD) permits, Florida Department of Transportation (FDOT) permits, CSX Railroad permits and others as required. Bidding Assistance For each project(s): Prepare bid documents for Town to issue, attendance at pre-bid conference(s) and bidding site visit(s), response to bid questions, issuance of addenda(s), provide recommendation of contract award, and preparation of conformed construction documents.
