The Maryland Department of Transportation (MDOT) State Highway Administration (SHA) is soliciting bids for mowing services for various locations in Carroll County, as outlined in the Scope of Contractor Services section of this Invitation for Bid (IFB). QUESTIONS DUE DATE/TIME May 2, 2023, by 2:00 P.M. EST The Procurement Officer for this Procurement is Darion Branham, Resident Maintenance Engineer. The point of contact for purposes of this IFB is the Procurement Officer's Designee, Michael Link. The Procurement Officer's Designee may be contacted at telephone number 410- 848-6565 between 8:00 A.M. and 4:00 P.M. or by email at mlink@mdot.maryland.gov. NOTE: The vendor is solely responsible for ensuring any information sent to the Procurement Officer's Designee by Fax/Email has been received by the Procurement Officer's Designee. i. Services are to be provided at various locations around Carroll County. The service provider will be licensed in accordance with Maryland State Law and will be able to provide proof of this license. ii. The service provider will be responsible for providing all necessary equipment, chemicals, all incidentals, and supplies to provide all required services. Services provided include, but are not limited to: Grass cutting, weed eating, edging, cleanup of debris, and general lawn care. Landscaping services for Carroll County locations: i. Services are to be provided at various locations around Carroll County. The service provider will be licensed in accordance with Maryland State Law and willbe able to provide proof of this license. ii. The service provider will be responsible for providing all necessary equipment, chemicals, all incidentals, and supplies to provide all required services. Services provided include, but are not limited to: Grass cutting, weed eating, edging, cleanup of debris, and general lawn care. MOWING: i. Grass shall be mowed to maintain a neat, trimmed appearance. The Contractor shall schedule to mow and trim all grass areas as outlined in the item/description. ii. The Contractor shall coordinate and schedule all service visits with the MDOT SHA Contract Manager (CM). iii. The Contractor is required to contact the MDOT SHA CM on the afternoon before the schedule cut date to verify that a cut is needed and to assure access to the site. The frequency of mowing cycles shall be adjusted according to growth rate, as directed by the MDOT SHA. All mowing shall be performed with a tractor mower as outlined in the equipment requirements section of this IFB. A zero turn, gravely, rotary mower or equivalent may be used in areas a flail mower cannot access, at the discretion of the Contract Manager, as outlined in the equipment requirements section of this IFB. iv. Mower height shall be set at three (3) inches. Mower blades and settings shall be maintained as to produce a level, clean cut. Ragged edges shall be unacceptable. v. Prior to mowing, the Contractor shall be responsible for the cleanup and disposal of all debris in the area. The cleanup consists of the removal of all debris, trash, limbs, etc., and any material foreign to the natural vegetation that which would becut or scattered by mowing. vi. Mowing shall be done carefully so as not to tear the bark off trees or shrubs, intrude into ground cover beds, or cause damage to any plants, flowers, curbs, or other structures. Should damage to any of the above listed occur, the Contractor will be held financially responsible for an MDOT SHA approved replacement or repair. vii. Clippings shall be collected if clumping occurs. If clumping does not occur, clippings shall be allowed to mulch naturally. When mowing, clippings shall not be thrown onto paved areas, into tree rings, shrubs or perennial bed areas, buildings or vehicles. Grass clippings or debris caused by mowing will be removed from adjacent walks, drives, gutters and curbs or surfaces on the same day as mowed. viii. Mowing will not be done when weather or conditions will result in damaged turf. Upon completion, a mowed area shall be free of clumped grass cuttings and tire tracks or ruts from mowing equipment. Grass shall be cut in a professional manner so as not to scalp turf or leave areas of uncut grass. Location- Roadside mowing MD 26 (From Fredrick Co line to Balt Co line, Both Directions)- 17.5 Acres to be Mowed/ Trimmed/ Litter removed
