The Southeastern Pennsylvania Transportation Authority (SEPTA) is soliciting bids to provide pick up, transport and disposal/ recycling services for tire and crossing related materials such as tires, rims, tie pads, rubber fillers, and reinforced crossing panels. Contract duration is for a 1-year contract period or until monies are exhausted, whichever comes first. EPTA generate the above-described materials a result of maintenance operations. Pickup will be at SEPTA'S Library Yard facility, 4400 Block of Clarissa Street, Philadelphia PA, 19] 44. Septa will select the firm based on qualifications, services, and cost. Contractor bids must include all cost associated with collection, transport, disposal/recycling, and administration. The Contractor shall be capable of performing all the services described herein. SEPTA do not guarantee any specific level of Work nor is obligated to expand any specific number of monies for services described within this Scope. The requested services will typically entail: i. Initial delivery to each facility of a collection container (dumpster). ii. Travel to the designated SEPTA facility as needed to collect filled container of tire and crossing materials, and exchange of an empty container for the subsequent collection period. iii. Transport of the tire and crossing materials to a properly licensed disposal and/or recycling facility operating in good standing with applicable regulatory authorities; iv. Return of properly completed manifests or certificates of recycling to SEPTA/ The contractor shall mobilize for pickup within three (3) business days of receiving notice from SEPTA that a facility has accumulated sufficient materials. Request for pickup may be made by telephone, or by transmittal of a Service Request Form by facsimile or email. CONTRACTOR REQUIREMENTS a) Contractor shall supply all necessary trained labor, materials, equipment and supplies, tools, transportation, permits, licenses and insurance to collect and properly dispose/recycle of the tire and crossing materials in accordance with SEPTA's requirements, governing regulations and Contractors EPS price quotation. b) SEPTA requires that all collected materials be disposed/recycled at a SEPTA-approved facility. c) Contractor shall obtain all required permits, licenses, certifications, and authorizations to perform Work under this contract and comply with all applicable federal, state, and local laws, regulations, and codes (including but not limited to USEPA, USDOT, OSHA, PaDEP, PennDOT, and NFPA). Contractor shall possess all required registrations and certifications and insurance for doing business in Pennsylvania, including proper waste transporter and other credentials as may be required by the Pennsylvania Department of Transportation and Department of Environmental Protection. d) Contractor shall manage the total Work effort associated with the required services to meet all objectives. Such management includes but is not limited to planning, scheduling, cost projecting, accounting and invoicing, establishing and maintaining documentation and records, and quality control. The contractor shall provide a monthly summary of all materials collected showing the quantity (weight and volume), as well as an annual summary of same at the end of each calendar year tabulating monthly and annual totals. Weight and tare tickets shall be obtained from SEPTA's Midvale weigh station. Invoices shall itemize quantities (weight and volume) collected during the invoice period, and include a copy of the Service Request Form, Bill of Lading, and signed manifests/certificates of recycling. Contractor shall retain copies of all information listed above for the duration of the contract.) Successful performance by the Contractor shall be measured by effectively providing and completing the activities described herein a timely manner in accordance with the Scope of Work. SEPTA reserve the right to cancel the contract at any time if performance does not comply with the Scope of work.
