The work covered under this solicitation shall consist of the labor, equipment, materials, tools, transportation, and incidentals necessary to crack seal approximately 37 miles on Paul Bunyan State Trail. Project involves crack sealing (not filling) of all bituminous cracks from 1/4 to 1 1/2 wide on the 10 wide bituminous trail. The work area is from the Paul Bunyan State Trail intersection with Beltrami County Highway 20 (Lake Bemidji State Park) to the trail tunnel under State Highway 200 in Walker, MN. Cleaning of all eligible crack using compressed air is required prior to sealing. Compressed air having a minimum 100 PSI is required to clean cracks. Backpack and handheld blowers are not allowed. All cracks are to be sealed using a hot rubber-oil jacket material in accordance with MNDOT Specification 3723. Contractor is to contact project supervisor one week prior to starting work to ensure trail traffic control. Project involves crack sealing (not filling) of all bituminous cracks from 1/4 to 1 1/2 wide on the 10 wide bituminous trail. All responses must be submitted electronically through the Swift Portal. The vendor is responsible for reviewing all attachments and complying with all requirements to this Event. DNR will be the determining factor if vendor meets specifications. Unit price must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax and all else necessary for completion of the project. Direct Pay Permit 1114 does not apply to this project. Award--Item, Group, Total: Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected. The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions. The State reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State.
