The County of Butte is seeking a firm to implement an early warning system throughout the unincorporated areas of the County for the County of Butte Office of Emergency Management (OEM). The County’s Early Warning System team has identified the following non-cellular technology for activating and managing the Early Warning System: Satellite Communications, Radio Frequency (RF) The Early Warning System shall have the ability to operate in the event there is loss of power and telecommunication services for a minimum of 72 hours. Vendors shall propose the best backup solution with the longest standby and activation time on the OEMS recommended backup power Capability for the management system to update the Access and Functional Needs (AFN) population in real-time via an Application Programming Interfaces (API). In addition, to be able to edit the contacts list manually in the system. Capability for the system to have two-way communications with the AFN contacts list. Specifically to be able to send alerts directly to the AFN population to request confirmation of evacuation support required. Capability to identify the AFN population list on a custom map on the Early Warning System user interface. Capability to categorize the AFN population list into “needs assistance” or “does not require assistance”.
