Bids received by the correct time and date shall be opened and the vendor's who submitted shall be publicly read. After the bids submitted in response to an invitation for bids are opened and the award is made the governing board shall make available for public inspection all information, all bids and all findings and other information considered in determining whose bid conforms to the invitation for bids and will be the most advantageous with respect to price, conformity to the specifications and other factors to be selected for the award. 1.1. Summary Blue Elementary School District, #22 is in Greenlee County serving our K-8 Community. This Project will be funded by ESSER funds This is a project to create flood barrier to direct potential flood water from damaging the school buildings. Question Submission Deadline:April 26, 2023, 12:00pm Construction Scope of Work 9.1. General Information Blue Elementary School District, #22 is in Greenlee County. This Project will be funded by ESSER funds. The Jersey Barriers have been donated for this project. Greenlee County is delivering the jersey barriers to the site. 9.2. Specifications Specifications are designed to enable bidder to convey the requirements for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of this procurement. If bidder believes a specification is unnecessarily restrictive, bidder must indicate in the deviations and exceptions section of your response.. 9.3. Required General Contractor License Bidder certifies that Bidder is aware that the Contract cannot be awarded to Bidder unless, at the time of the submitting a bid, he/she is the holder of a valid Arizona Contractor's License proper and adequate for the work required by the Contract, and that the failure to obtain proper and adequate licensing for an award of the Contract shall result in the forfeiture of the Bidder's Security. If you subcontract any work, you must also have that type of license, or have a KB-1 or KB-2. 9.4. Required Subcontractor License Bidder certifies that Bidder is aware that the Contract cannot be awarded to Bidder unless, at the time of the submitting a bid, all subcontractors' hold of a valid Arizona Contractor's License proper and adequate for the work required by the Contract. 9.5. Labor and Materials Unless otherwise indicated, the Contractor shall provide and pay for all labor, materials, equipment, tools, construction equipment and machinery, water, heat, utilities, transportation, facilities and services necessary for the proper execution and completion of the Work. The Contractor shall enforce strict discipline and good order among his employees and other persons carrying out the Contract. The Contractor shall not permit employment of unfit person(s) not skilled in the task assigned to them. 9.6. Protection of Work and Rain Protection of Existing Structures Contractor shall provide all protection required to ensure that all completed work and all existing construction will not be subject to weather damage. The Contractor may at his option and expense install any lawful security measures he deems necessary to protect his materials, equipment or finished work. Type of security devices or quantity shall be the sole responsibility of the Contractor. The Contractor is to provide security and protect the project until BESD has occupied the space or Blue Elementary School District, #22 has accepted the space. Protection: The Contractor shall be responsible for the protection of all materials and work. The Contractor shall include in his proposal the cost of any temporary sheathing, plastic covering, etc., as may be required to protect affected areas. Remove all such temporary work at the proper time during the construction period and repair all damage related to same. The Contractor is responsible for the protection of the area in which work is being performed. Contractor shall manage a sequence of work in regard to demolition and removal of existing roofing and installation of new decking and roofing so that existing interior spaces are protected from weather damage, including wind, sun and rain. 9.7. Drawings The plans prepared for this project present a description of the work to be accomplished. The contractor shall visit the project site and determine, from his own inspection, the conditions under which it is to be performed. The contractor, by making his bid, represents that he has visited the site and familiarized himself with local conditions, the type of work to be performed, evaluated the difficulty of performing the required tasks, and the labor, equipment and material that are required to provide a complete project. Quantities listed on these plans are estimates only. The contractor shall verify all quantities before submitting a bid for this work. A thorough attempt has been made to show the locations of all underground obstructions and utility lines in the work area; however, the contractor shall be responsible for any damage to obstructions and utility lines encountered during construction and shall determine the exact location of said utilities in advance of trenching. The engineer will not guarantee any elevations or locations of existing under-ground utilities shown on these plans. The contractor shall call blue stake prior to construction and verify the presence of utilities and shall protect any overhead or underground utilities during construction, whether or not said utilities are shown on these plans. The contractor shall make exploratory excavations to locate underground utilities and/or structures if necessary to verify underground utilities. Where existing underground utilities are exposed, contractor shall notify the appropriate utility company for inspection prior to backfilling. Private Utilities staking must be done if digging more than 12" deep to avoid the possibility of hitting such items as fiber lines. 9.8. Temporary Facilities Sanitary Facilities: Provide temporary toilets, wash facilities, safety shower and eyewash facilities, and drinking water for use of construction personnel. Comply with requirements of authorities have jurisdiction for type, number, location, operation, and maintenance of fixtures and facilities. Protection of Facilities: Protect existing vegetation, equipment, structures, utilities, and other improvements at Blue Elementary School and on adjacent properties, except those indicated to be removed or altered. Repair damage to existing facilities. Site Enclosure Fencing: Before construction operations begin, furnish and install site enclosure fence in a manner that will prevent people from easily entering the site except by entrance gates. Maintain security by limiting the number of keys and restricting distribution to authorized personnel. Security Enclosure and Lockup: install temporary enclosure around partially completed areas of construction. Provide lockable entrances to prevent unauthorized entrance, vandalism, theft, and similar violations of security. Lock entrances at the end of each workday. Barricades, warning signs, and lights: Comply with requirements of authorities have jurisdiction for erecting structurally adequate barricades, including warning signs, and lighting. 9.9. Site Staging, Storage, Security, and Parking The owner will make accommodations and discuss at the prebid. 9.10. Special Site Conditions The contractor shall be completely responsible for protecting the existing building from damage and/or injury due to this work and shall repair at the contractor's expense and to the M&M Civil Engineers, LLC satisfaction, all areas damaged as a result of their work. 9.11. Preconstruction Meeting Immediately after execution of the Purchase Order and not less than five (5) days prior to commencement of work, a meeting will be held between BESD, the Contractor, the major Subcontractors, to outline in general the procedures to be followed during the construction phase of the Project. 9.12. Contractor Use of the Site Contractor shall have limited, staged use of the Blue Elementary School within contract limit lines indicated for construction operations during the construction period. Use of site shall allow for BESD staff and student occupancy. At no time during the work shall contractor place, or cause to be placed, materials or equipment, or other items, at a location which would impede or impair access to or from the present facilities for parents, employees, or delivery personnel. Emergency Building Exits during construction; provide protection of all emergencies exits located at during the entire course of construction. 9.13. Cleanup The Contractor, at all times, shall keep the premises free from accumulation of waste materials or rubbish caused by construction operations. Upon completion of the work, remove all waste materials and rubbish from and about the Project, as tools, construction equipment, machinery and surplus materials. If the Contractor fails to clean up the work, Blue Elementary School District, #22 may do so and the cost thereof shall be charged back to the Contractor. Remove all surplus materials and debris of every nature resulting from operations, and put the site in a neat, orderly condition. District trash receptacles shall not be utilized without specific written approval. 9.14. Worksite Safety Restoration The contractor shall repair, rebuild or otherwise acceptably restore any property on or adjacent to the worksite that was damaged during the course of work on the project. Such restoration shall be at the contractor's expense, and is not subject to reimbursement by Blue Elementary School District, #22. Awarded firm shall remove all old equipment, trash/waste from the worksite as a result of their efforts. 9.15. New Materials All materials and equipment supplied by the awarded vendor pursuant to this solicitation shall be new, unused, and the model of the unit specified. 9.16. Stored Materials Offeror shall be responsible for coordinating delivery and off-loading of Offeror owned materials. Storage and set-up locations should be agreed upon by the District prior to any action by the Contractor. Storage in unauthorized areas is prohibited. Hazardous materials shall be identified, stored and used in compliance with applicable safety regulations. 9.17. Safety of Students, Staff and Contractors To best identify our contractors and sub-contractors on the job site all firms will be required to have their employees and sub-contractors wear vests with a large number on it (this number should be at least 6" tall and visible from a distance). Firms will keep a daily log of each employee and sub-contractor on campus, this log will be checked by Blue Elementary School District, #22 Inspectors. 9.18. Contract Implementation Meetings The Contractor may be required to participate in meetings for the successful implementation of the contract. Meetings, if any, will be at the discretion of BESD. The Contractor will be notified in advance of any meeting times, frequency for future meetings, if any, and locations to ensure all appropriate district and contractor staff/representatives attend. The District reserves the right to decline conference call attendance or participation.
