PROJECT DESCRIPTION The University of California, Berkeley is seeking an executive architectural consultant to design improvements to rooms on the first, second, third and fourth floors of Cheit Hall. The first phase of the consultant's efforts will be a study to identify and prioritize AV upgrades, lighting upgrades and finishes with a detailed cost estimate. The study will include meeting with campus stakeholders and integrating input from those meetings into the study findings. The study will be used to guide the subsequent phases of design and construction of the renovations. The successful consultant will contract for the study phase under the University's Executive Design Professional Agreement (EDPA). At the completion of the study phase, at the University's discretion, University may negotiate and award design and construction phase services to the successful consultant. PURPOSE AND PROGRAM The primary goal of the study will be to upgrade the AV and finishes of the classrooms to extend service life and improve the teaching and learning environment in classrooms. The project is also looking to add an AV Control room and additional AV storage space out of existing locker areas. Improvements may include: accessibility, electrical, and lighting improvements; fixed seating and desk refurbishment; finish upgrades; and audiovisual system upgrades. PROJECT SITE Cheit Hall is located at the North East side of Campus and part of the Hass School of Business. Cheit Hall contains most of Haas' classrooms. GENERAL QUALIFICATIONS The successful executive team will demonstrate experience in the following areas: Ability to research, sample, document and describe existing conditions to determine appropriate recommendations and options. Ability to prioritize and phase work, and work within specific and limited funding and time frames. Knowledge of and prior experience with facilities conditions such as exist at Cheit Hall. Expertise in access compliance in educational facilities. Experience integrating modern audiovisual equipment into existing facilities. Ability to work around oversubscribed classroom schedules and to hold site visits and investigations during "off-hours" if necessary. Experience with the University of California design and construction process, including reviews and project approval requirements. Demonstrated experience with institutional clients, especially public research institutions, and with complex capital project approval processes. Demonstrated capability to provide creative and cost-effective design solutions. Demonstrated capability to provide Construction Documents and Construction Administration for projects that include renovations to existing, occupied buildings. Demonstrated success with timely development and coordination of construction documents and management of the disciplines on the Design Professional Team. Demonstrated success in management of Schedule and Budget. Demonstrated experience with sustainable design, including reduced energy consumption. GENERAL SCOPE OF SERVICES Proposers are encouraged to visit the site, carefully review the various classroom conditions, existing locker rooms to be renovated, and assess issues and present relevant experience with such issues in their statements of qualification. The selected firm shall produce a study that includes graphic and tabulated materials in electronic and printed format that document and address all aspects of the existing conditions and issues. Condition assessments and recommendations of repairs and replacement shall be included with the documentation. A detailed scope of work for the study will be negotiated with the selected consultant and is expected to include the following, using narrative and graphic means: Material condition, system analysis and risk assessment. The selected firm shall perform field evaluations to document and understand existing conditions. The selected firm, at its own expense, shall provide appropriate access to observe the conditions and systems that serve the rooms, including a lift or other means, if necessary, where existing means of access in the building do not allow such observations. Access to the building, including the deployment of the consultant's equipment, shall be coordinated with the University's project representative. Analysis and description of current accessibility issues. Recommendations for accessibility improvements. Interior building material components and finish replacement. Signage improvements including room identification, accessibility and wayfinding improvements. Fixed seating and desk refurbishment. Audiovisual system replacement. Lighting efficacy and efficiency upgrades and general lighting. Evaluation of building electrical capacity to support the improved systems. Recommended mitigation, restoration, maintenance and replacement actions. Schematic details and specification of repairs, restoration and replacement, including materials and methods. As-Built building plans and interior elevations as needed. Study phase progress schedules. Design services required to create schematic design documents, design development documents, and Construction Documents. Incorporating necessary approvals including but not limited to the campus CASp reviewer, Campus Fire Marshall (CFM), Coordinating Committee for the Removal of Architectural Barriers (CCRAB) and Campus Building Department (CBD). The University anticipates the project will be bid as a Design/Bid/Build. The selected firm shall work collaboratively with the University to maintain project budget and scope, value engineer as required, and recommend actions to expedite schedule. These services will begin immediately following the selection of the Architect. Construction cost estimate to be included Will retain all specialized consultants as required to provide the full package of services. A detailed scope of work for the contract will be negotiated with the selected Consultant. The Consultant will assist the University in reviewing and prioritizing statements of probable cost of the work described in the consultant's study. The Consultant shall recommend and assist the Owner with cost reduction alternatives and options. The University shall separately retain a peer review cost estimator. The study shall become the basis of recommendations and design for the subsequent development of construction documents. The study shall contain adequate information from which a budget estimate can be produced. The University intends for the study to be complete within three (3) months of a signed agreement for services. SUBMITTAL CONTENT AND SPECIFIC QUALIFICATIONS Submittals shall not exceed twenty-five (25) pages, including the University's Summary of Statement of Qualifications (Attachment A), and shall provide sufficient information to allow the University to evaluate the consultant's approach, experience, staff, and availability. Attachment B, covers, a cover letter, separating tabs, and hourly rate sheet shall not count toward the page limit. At a minimum, proposals shall include the following information: Summary Statement of Qualifications: Complete and submit the Summary Statement of Qualifications form (Attachment A), which includes the following items: o Completed Summary of Statement of Qualifications, inclusive of descriptions of at least three (3) projects but no more than four (4), of relevance to Cheit Hall Classrooms, with particular emphasis on AV upgrades, maximizing space and coordinating lighting conditions. Project descriptions shall indicate the specific comparable project experience, including scope, size, and value of work. Completed studies of similar content and complexity to that described by this request for qualifications shall be accepted toward the minimum number of projects, but a minimum of two projects where construction was executed must be submitted. If the construction was executed, include the year construction completed, or is scheduled to be complete. In addition to each project description, include a client contact, a Contractor contact, and a phone number for each. Project descriptions shall indicate the specific comparable project experience, including completion date, services provided, scope, size, and value of work, in addition to a brief but informative statement (preferably a bulleted list) describing the relevance of the project to this effort. The descriptions may include exhibits of the work. RFQ submittals that include more than four projects in Relevant Project Experience will be disqualified. o Consultant's strategic approach to the work, including an outline of the basic work plan to produce the study. o Experience in accessibility and barrier removal. o Experience with constructability reviews and strategic planning. o Experience with university or higher education projects. o Resumes of staff to be assigned to the project and a statement regarding availability of staff. Include a statement of involvement of each staff member as a percentage of the overall effort to compose the study. o Acknowledgment of receipt of any addenda issued by the university. Please use the following language to acknowledge each addendum: "[Company Name] is in receipt of the Addendum issued on [addendum posting date in Month, DD, YYYY format]." o Rate sheet showing hourly fees for design team and consultants, including rates for all key personnel included in the submittal. o Completed References : Include at least one reference for each relevant project. o Completed Team Matrix: Indicate key project personal and confirm their experience on the reference projects. Complete the matrix for Relevant Projects that were listed in Attachment A, Section B, including each key personnel from the executive architect and sub-consultants as listed in Attachment A, Section A. o Provide names and experience for relevant project consultants. Determination of the relevant team is to be determined by the submitter who may choose to include specialties such as electrical engineering, lighting design, mechanical engineering, structural engineering, and acoustic consultants. o Consultant Experience Form: Complete and submit the Consultant Experience form (Attachment B) for the consultant team. Respondents shall upload their submittals as a single PDF, signed by an authorized representative of the Consultant. Electronic signatures are acceptable. Uploaded PDF must be named using the following convention: "12887A Cheit Hall Classroom Renovations RFQ - FirmName.pdf". Submittals received by any means other than the one stated above, or after the specified time and date will not be considered. Questions about this RFQ or the project should be submitted using Building Connected by using the "Message" Tab no later than 5:00p.m. PST on April 28, 2023. Interested parties are expressly prohibited from contacting any other party associated with this project, including but not limited to UC Berkeley employees, representatives, consultants, and donors, during this RFQ process, including interviews and contracting. Such contact will serve as reason for firm disqualification.
