. Introduction 1.1. Background Washington County was the recipient of a $1,000,000 federal grant through the Consolidated Appropriations Act of 2022 for trailhead improvements for the Central Greenway Regional Trail. The Lake Elmo Park Reserve is located in central Washington County and is Washington County's largest park which will serve as the trailhead for the Central Greenway Regional Trail that is planned to run from Big Marine Park Reserve at the north down to Cottage Grove Ravine Regional Park on the south. Washington County recently completed an expansion of the Central Greenway Regional Trail through the Lake Elmo Park Reserve, and this project will provide additional parking and amenities for trail users. The federal funding will be used to complete the trailhead improvements at the Eagle Point parking lot. Washington County also has programmed a $400,000 pavement preservation project for Lake Elmo Park Reserve for several roadways and parking lots around the park. This work will be included in the scope of this project. See Exhibit A for a project location map. 1.2. Project Information Eagle Point Trailhead Parking Lot currently has 104 parking spaces and is frequently at capacity during peak times. With the completion of the Central Greenway Regional Trail through Lake Elmo Park Reserve and planned single track mountain bike trails, use and parking needs are expected to continue to grow. There is also no available restroom or amenity services at the site aside from portable restrooms in the summer. To address these issues, this project proposes to expand the existing parking lot and reconfigure the existing space to maximize available parking. A permanent restroom facility is desired for this trailhead and the type and design will depend on the costs to rehabilitate and expand the existing parking lot. This project will be administered through the State Aid for Local Transportation Delegated Contract Process (DCP). The Lake Elmo Park Reserve last completed improvements to park pavements in 2007 and much of the parks access roads and parking lots are starting to fail. With this project, a larger pavement preservation project will be constructed to improve park infrastructure. Both of these projects are planned for 2024 construction under a single construction bid package. 1.3. Project Goals and Objectives Washington County has several goals for the Eagle Point Trailhead Parking Lot and a list of project priorities depending on project costs, those include: 1. Re-paving and reconfigure the existing Eagle Point Landing parking lot to maximize parking 2. Expand the parking lot to maximize available parking as space allows 3. Stormwater treatment facilities 4. Construct a restroom facility 5. Install lighting around the parking lot 6. Provide Trailhead amenities such as benches and bike workstations Washington County has identified several areas within the park for pavement preservation projects to improve pavement condition. These priorities are: 1. Park entrance road from 10th St N to the T intersection 2. Bituminous trails 3. Modern campground parking lot 4. Swimming pond parking lot This project has a Disadvantaged Business Enterprise (DBE) goal of 6.3%. The successful consultant is expected to prepare and submit all necessary forms to MnDOT Office of Civil Rights. See Exhibit C. Project Kick off June 2023 Project Development June 2023-November 2023 Environmental Documentation October 2023 - December 2023 Project Bidding January 2024 Construction May 2024 Scope of Work and Deliverables All aspects of the scope of services outlined below and included herein are expected to be completed within the project deadlines. All reports/documentation must be developed and presented in Microsoft Office and all design files shall be produced in either Microstation or AutoCAD adhering to Washington County approved formats unless otherwise noted or requested by the Consultant. The role of the selected Consultant team will be to complete all tasks necessary to take the project through the completion of final plans and specifications. 2.1. Project Coordination 2.1.1.Project Management The Consultant will perform all work necessary to effectively coordinate the project development, maintain the project schedule and budget as well as manage the Project Management Team (PMT) starting with a project kick-off meeting. The proposal should include a summary of the project management measures required to ensure that the project is completed on time, within budget and in accordance with applicable laws, policies, standards and good engineering practice. The selected consultant shall develop and implement a project specific Quality Management Plan, which shall be available for review upon request during the project. 2.1.2.Data Collection and Site Visits The Consultant shall collect existing data and reports relevant to the project area and obtain new information as needed for all aspects of the project. An on-site preliminary engineering phase coordination meeting and a final design coordination meeting shall be arranged by the Consultant. The Consultant shall collect additional survey for the pavement preservation areas. Washington County will provide the following information to the successful Consultant: Topographic Survey of the parking lot LIDAR As-built information Proposal Questions If you are interested in submitting a proposal for this service you must email Ryan Hoefs indicating your interest and your contact person by May 1, 2023 to receive question responses.
