Site work and paving for a road / highway in Hillsboro, Oregon. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Summary West Union Rd had a previous safety improvement project that widened the shoulder of the road and provided new asphalt surface, This project is extending the limits to finish that corridor of safety improvements. The shoulder will be widened, new asphalt will be placed and stormwater upgrades will be implemented. Last Date to Submit Questions:May 5, 2023, 5:00pm Scope of Work 3.1. Specifications Washington County is seeking the services of a qualified vendor based on the requirements in this solicitation and in accordance with the following: Attachment E and F - Books 1 and 2 Attachment G - Plan Set 3.2. Schedule The Contractor shall complete all Work to be done under the Contract not later than September 30th, 2023. 3.3. Unique Considerations Installation of the new Fire Hydrant will require coordination with Tualatin Valley Water District for inspection and selection of materials. Installation of Stormwater structures will require coordination with City of Hillsboro for inspection. Contractor will need to abide by City of Hillsboro erosion control permit requirements as well as the City of Hillsboro public infrastructure permit that was already obtained by Washington County. 3.4. Scope of work, any plans and/or specifications. The Work to be done under this Contract consists of the following in Washington County: Implement temporary traffic control and temporary pollution control measures Trim vegetation adjacent to and above the roadway related to contract operations Perform Sub-Grade Preparation and Grading Excavation and removal of existing road and shoulder base materials. Installation of Subgrade Geotextile Installation of Porous Asphalt Road Shoulder Installation of Stormwater conveyance structures such as Manholes, Piping, and Inlets Adjustment of existing Fire Hydrant to match new grade Per TVWD Standards (New Hydrant). Cold Plane Pavement Removal and Re-Paving Installation of Pavement Markings Additional and incidental Work as called for by the Specifications 3.5. APPLICABLE SPECIFICATIONS The Specifications that are applicable to the Work on this Project is the 2021 edition of the "Oregon Standard Specifications for Construction", as modified by these Special Provisions. Bids must contain: A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. 2023.073-ITB
