The City of Mesa is seeking a qualified consulting firm or team to provide complete design services for the
following projects as a single award: CP0618NS03 Rittenhouse Sewer Phase 2/CP0618NS08
Pecos Road Relief Sewer/CP0805CAP Unity to Old Pecos Road 24-inch Sewer.
All qualified firms that are interested in providing these services to the City of Mesa are invited to submit
their Statement of Qualifications (SOQ). All SOQs must comply with the requirements specified in this
Request for Qualifications (RFQ).
SECTION I - PROJECT DESCRIPTION
The proposed improvements are as follows:
Pecos Road Relief Sewer
Installation of a relief sewer parallel to the existing sewer in Pecos Road from Ellsworth to Power Road.
The new relief sewer will connect to the existing 18-inch sewer north of the MH29406 at the Pecos/Willis
Road intersection. The new relief sewer is planned to be routed on the north side of the existing sewer in
Pecos Road, with periodic tie-overs from the existing sewer to the new sewer to shed flow load on the
existing sewer. The proposed sewer will intercept any sewer services or sewer mains flowing from the
north.
The relief sewer is planned to be 18-inch diameter from Ellsworth to Hawes, 21-inch from Hawes to
Sossaman, and 27-inch from Sossaman to Power in accordance with the 2018 Wastewater Master Plan
Update. The relief sewer is to connect to an existing dry sewer stub on MH31202 north of the
Pecos/Power Road intersection.
Rittenhouse Sewer Phase 2
Installation of a new 36-inch diameter sewer continuing along Pecos Road from the existing, dry sewer
southwest of MH31198 that was installed as part of City Project Number 09-005-001 to the East Mesa
Intercept (EMI). Rehabilitation or replacement of an existing metering station (MS-9) that measures EMI
flows. Installation of metering facilities for the new relief sewer.
In City Project Number 09-005-001, an alignment from Power Road to the connection to the EMI, located
on the west side of the East Maricopa Floodway was taken past 90% design, but only a portion of it was
built. This project will evaluate the previously proposed alignment to see if it is still valid or if an
alternative alignment is required. The alignment shown in the old project will require the relocation of
metering station MS-9 which measures the EMI flows. An alternative alignment may be able to utilize the
existing MS-9 equipment. The flows from the new relief sewer must be measured by a metering station
as it is used to calculate billing for the Greenfield Water Reclamation Plant. Please note that City Project
number OT0115G001 recommended extensive rehabilitation of the existing MS-9 metering station - in this
project, either a new station will be built or the existing station will be refurbished. Questions. Questions pertaining to the Design Services selection process or contract issues should be
