Renovation of a water / sewer project in Lansing, Michigan. Conceptual plans call for the renovation of a water / sewer project.

The Department of Technology, Management and Budget (DTMB) on behalf of Michigan Department of Natural Resources - Parks & Recreation Division, is requesting professional architectural and engineering services to design a new beach access and upgraded sanitary sewer system lagoons at Van Buren State Park, MI. The funding for the above-named project is under the American Rescue Plan Act (ARPA). Van Buren State Park is set along the Lake Michigan shoreline near South Haven, MI. The park is home to critical dune formations, a modern campground, 1 mile of sandy beach, woodland trails, and a day-use area. The day-use area offers picnic tables and grills, a picnic shelter and two modern restroom buildings. From the restroom buildings there is a paved walk with masonry retaining walls that leads down to the beach. Due to recent high waters on Lake Michigan the end section of walk at the beach was undermined and collapsed. Since then, temporary repairs have been made to the drainage system as well as a set of wooden stairs to provide some access to the beach. The Professional Services Consultant (PSC) will provide design services to repair and improve the beach walk that will guard against future high-water events. The design shall factor in the adjacent critical dunes, ADA-compliant beach access, and DNR vehicle access. The delivery for the project will be through a construction manager that will bid and administer the project. Design work for this project should start as soon as possible, and construction is expected to start in late summer 2024. Design for the rebuild of the beach walk and protective measures. We anticipate 50% and 90% design submittals during both 400 & 500 phases. Value engineering, constructability review and cost estimates will be performed by the Construction Manager once under contract at each phase. Phase 600 and 700 construction administration by the PSC will be required, and the PSC will participate in the contractor selection process. Topographic survey, geotechnical report, EGLE & LARA plan review fees and are to be included as reimbursable expenses. Record construction drawings of the walk are available and will be provided to the successful firm. Van Buren SP uses a lagoon style treatment system to dispose of sanitary waste that is generated from two toilet/ shower buildings, day use restrooms and a sanitation dump station. There is a primary pond, a secondary pond, and an irrigation field. In recent years, the park could not irrigate enough to keep up with the affluent into the primary pond due to increased park use, weather impacts, and EGLE regulatory requirements. The park has had to hire sewage disposal companies to pump and transport waste to another facility at a high cost to their operating budget. Furthermore, upkeep and operation of this system has proven to be challenging as the park is usually short-staffed. The intent of this project is to analyze the current system to determine if upgrades can be made to alleviate the parks issues of manpower and lagoon capacity, or if a different system altogether is a recommended approach. The Phase 100 study shall analyze current system capacity, current and future system demand, available systems/technologies, and opinion of probable costs. The delivery for the project with be through a construction manager that will bid and administer the project. Design work for this project should start as soon as possible, and construction is desired to start in 2024. This request is to provide Phase 100 Study, Phase 300 Schematic Design, Phase 400 Preliminary Design, and Phase 500 Final Design for the recommended sewer disposal solutions. We anticipate 50% and 90% design submittals for both 400 and 500 design phases. Value engineering, constructability review and cost estimates will be performed by the Construction Manager once under contract at each phase. Phase 600 and 700 construction administration by the PSC will be required, and the PSC will participate in the contractor selection process. Topographic survey, geotechnical report, EGLE & LARA plan review fees and are to be included as reimbursable expenses. The State will retain a professional to test for hazardous materials that may need to be abated. Professional services shall also include, but are not limited to the items listed below: o The PSC shall be responsible for gathering and verifying all base information required for the proper design of the project. o Phase 100 study services for the sewage lagoons only. o Phase 300, 400, 500 design services as required to produce schematic plans through contract document development for both the beach access and sewage lagoons. o Phase 400 & 500 submittal of 50% and 90% contract documents for owner review. o Phase 600 & 700 construction administration services and coordination with the Construction Manager for both the beach access and sewage lagoons. o Gathering all base data and design development information that shall ultimately be necessary for plans, submittals, and permit application considerations required for the Departments of Licensing and Regulatory Affairs (LARA), Environment, Great Lakes and Energy (EGLE formerly DEQ) and United States Army Corps of Engineers (USACE), and governing agency approvals. Include as reimbursable expenses. o Provide a proposed PSC design schedule. Design schedule shall be kept up to date through the project and will be incorporated into the Construction Manager's master schedule. o If requested, provide up to four (4) full-size sealed hardcopy sets of contract documents, including addenda, for DTMB and DNR use. o DTMB-DCD SESC plan review submittal o DTMB Soil Erosion and Sedimentation Control Permitting o Site surveying, and soil borings are to be included as a reimbursable expense. o Be prepared to separate the beach access and sewage lagoons construction documents into separate bid packages if recommended by the Construction Manager. project team meetings may be considered in the form of computer-based meetings (e.g., Teams, Zoom, etc.), key review meetings shall be in person. For all document review meetings, required review information shall be submitted within sufficient time to allow for complete Owner review, in electronic and in hard copy formats. At a minimum, four (4) face to face meetings will be required, including but not limited to: the predesign meeting, pre bid meeting and pre-construction meetings. o Provide a bi-weekly progress summary email to the project team, briefly documenting the prior two week's progress by the PSC and display the initial project schedule and current schedule status. o All testing required to verify the site conditions for the proper design are to be identified in the PSC Technical proposal, and the associated costs of testing are to be itemized in the PSC Cost proposal as reimbursements. The PSC shall indicate in their proposal any testing requirements. o A graphic bar chart schedule (in weeks) indicating the PSC's proposed timeline for services based on a proposed PSC contract start date of July 1, 2023. For scheduling purposes, assume fourteen (14) calendar days each for Owner review for the documentation and recommendation. The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI's and answers, Field Orders, and communications. The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all the work requested, it is anticipated that a contract modification may be requested at a later date.
