Site work for a water / sewer project in Downe, New Jersey. Completed plans call for site work for a water / sewer project.
The work shall include the furnishing of pumping equipment, pump controls, piping, valves and a prefabricated pump enclosure. The work shall be completed within 219 calendar days of the Contractor's receipt of written Notice to Proceed. The Bid Award is expected to happen August 2023. Funding Statement The Contract is expected to be funded in part with the funds from the NJDEP, the NJIB and the USDA. Neither the United States nor the State of New Jersey, the NJIB, USDA, nor any of their departments, agencies, or employees is, or will be, a party to the Contract or any lower tier contract or subcontract. The Contract or Subcontract will be subject to regulations contained in N.J.A.C. 7:22-3.1 et seq., 4.1 et seq., 5.1 et seq., 9.1 et seq. and 10 et seq., Local Public Contracts Law, Department of Labor and Workforce Development Current Wage Rate Determination, Prevailing Wage Act, Contract Work Hours and Safety Standard Act, Copland Act, Davis Bacon Act, Buy American Clause, Debarment and Suspension, and Socially and Economically Disadvantaged (SED) (N.J.A.C. 7:22-9.1 et seq.). Pursuant to N.J.S.A. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127." All bidders are encouraged to include a commitment to the use of small, minority, women's and labor surplus area businesses and shall be in conformity with N.J.A.C. 7:22-3.17(a)(24) and 7:22-4.17(a)(24) with a goal of not less than 10% participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding special requirements of contractors to comply with the Project Plan developed by the owner for SED participation are included in the Information for Bidders and the Supplemental General Conditions. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The materials and equipment to be provided through the procurement contract are to be furnished and delivered to the Owner's facility or to the project site for installation under Contract 2 Gandy's Beach Collection and Conveyance System by the "Contractor" performing that project. Owner will assign said procurement contract to the Contractor as set forth in the Agreement. Contractor will accept the assignment, as Buyer (Contractor/Assignee), and will be responsible to Owner for the performance of obligations by Seller, which will become a Subcontractor or Supplier to Contractor. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the Unites States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. Bid Bond A 5% Bid Bond of the Total Bid Amount is required.
