**As of August 16 2023, project was awarded to JM Young & Sons Inc. but awarded amount is not available.** **As of June 9, 2023, bids received were rejected. Project will June 29, 2023.** ESTIMATED RANGE: .1 General - $1,000,000 - $2,000,000, LIQUIDATED DAMAGES = (.1) $370.00 per day. No later than five (5) working days (i.e., Monday thru Friday) in advance of the non-mandatory pre-bid conference, all bidders visiting the site will need contact Joseph Winhofer at the facility (570) 874-4516 via email at jwinhofer@pa.gov and provide him with the Bidder's company information and the full names of the persons attending the pre-bid conference. Bidders attending the Pre-Bid Conference may be required to submit a 'Centralized Clearance Check Information Request,' additionally a 'Contractor Tool Inventory' will be required to bring any 'tools' into the Institution for the Pre-Bid Conference. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. The Goals for each Prime Contract is as follows: SDB AND VBE GOALS .1 General Construction - ALL BASE BIDS (#1, #2 & #3) SDB = 5% VBE = 3%. Public works employment verification act: The bidder must comply with the public works employment verification act 127 of 2012 by submitting to the department a commonwealth public works verification form ("form") with their bid or prior to the award of the contract. Executive order 2021-06, worker protection and investment (october 21, 2021): The commonwealth is responsible for ensuring that every pennsylvania worker has a safe and healthy work environment and the protections afforded them through labor laws. The bidder must certify that they are in compliance with all applicable pennsylvania state labor and workforce safety laws by submitting to the department a worker protection and investment certification form with their bid or prior to the award of the contract. Due to technical limitations, public bid openings must be viewed using a Windows PC. At this time, mobile devices are not supported. All proposers must be registered to view/download Plans and Specifications and must have a Current, Active Vendor Number. Bids must be received by the purchasing agency on the Solicitation Due Date no later than the Solicitation Due Time as set forth in the solicitation. Any conflict between the dates and/or times contained in the solicitation itself or its attachments and this advertisement shall be resolved in favor of the solicitation. Detailed requirements of the Work are described in the pertinent specification Sections and/or shown on the Drawings. The existing sloped metal roofs shall remain. The work will be completed within 168 calendar days of the Notice to Proceed This project is conducted in order to replace existing roofing membrane and roof insulation. The major work includes following: A. HOUSING UNIT: [LOW SLOPE ROOF: [EXISTING LOW SLOPE ROOF is Gravel-topped EPDM membrane on Light weight insulating concrete on EPS insulation on 7" reinforced concrete roof deck.] 1. Remove the existing gravels, Light weight Insulating Concrete, and EPS Insulation to receive the new work. 2. Install new Vapor Barrier (6 Mil Polyethylene) on cleaned and dried existing concrete roof deck, install glass-coated polyisocyanurate insulation (2"thick board), topped by new polyisocyanurate insulation (Sloped to Drain). The new Vapor Barrier and the first layer of polyisocyanurate insulation shall be installed with adhesive under the Base Bid. The bidders shall submit a Unit Price for installing the Vapor Barrier with metal nails and plates depending upon the moisture contents of the existing concrete roof deck. 3. Install new EPDM membrane (.060"), with adhesive. Replace existing metal roof edges (Gravel stop) and all curb flashings as shown on the drawings. All questions related to the proposed work or proposed Contract Documents must be submitted in e-Builder no later than close of business ten (10) days prior to the Bid Opening Date.
