In summary, the applicable procedure is as follows: Bidder shall give notice in writing of his claim of right to withdraw his Bid within two business days after the conclusion of the Bid opening procedure. Notice of withdrawal shall include all original work papers and all other documents and materials used by Bidder in the preparation of the Bid. Award shall be made to the lowest responsible and responsive Bidder. A responsible Bidder shall mean a person who has the capability, in all respects, to perform fully the contract requirements and the moral and business integrity and reliability which will ensure good faith performance, and who has been pre-qualified, if required. A responsive Bidder shall mean a person who has submitted a Bid, which conforms in all material respects to this Invitation to Bid.
