Leon County, Florida seeks proposals from qualified architectural, engineering, and/or building operational firms to provide a three-prong building assessment. The purpose of the assessment, based on the scope further below, is to evaluate mission critical building systems in order to identify vulnerabilities due to original design and/or existing lifecycle status; identify recommendations to mitigate risk; and ensure future continuity of such mission critical components. Systems and equipment are infrastructure for Power Distribution, HVAC, Plumbing, and Fire Safety. This assessment is not intended to focus on security, either cyber or physical site. However, security may be an interrelated element of the infrastructure systems. The Assessment is intended to provide succinct, insightful, and actionable recommendations. Formulaic templates and verbose reports are not desirable. Mission Critical facility: The Public Safety Complex (PSC) is a multi-purpose facility developed in partnership with the City of Tallahassee and Leon County. The site operates 24/7/365 to support daily functions and is the hub of operations during emergency activation. This mission critical public safety facility and is home to the City of Tallahassee Regional Transportation Management, the Leon County Emergency Operations Center, the Joint Dispatch Center, the Leon County Emergency Medical Services, and the Tallahassee Fire Department Administration. Opened in 2013 the PSC is an award-winning project (American Public Works Association and Associated Builders Building Contractors awards) and seen as a benchmark for how mission critical facilities can be consolidated and their functions seamlessly integrated to better serve the public. The Facility is USGBC LEED Silver certified. In conjunction with the main building, the complex includes the Logistics Building which supports the Emergency Medical Services fleet. The main facility was built to withstand a F4 Tornado with 200+ MPH winds and the Logistics Building was built to withstand winds from a Category 3 hurricane. The PSC during normal business hours will house about 150 employees, but during emergency operations can accommodate up to 400 people. Facility Features: Key attributes of the PSC facility include the following. The building was designed to meet Department of Defense anti-terrorism standards and FEMA 361 tornado shelter requirements. The buildings were constructed with ICF (Insulated Concrete Forms), structural steel, and concrete floors on metal deck. The N+1 backup power system includes three diesel generator sets and paralleling switchgear, all designed for redundancy and reliability. The windows on the facility are hurricane resistant glass in aluminum frames. A raised floor system sits 16 inches above the slab to allow for future flexibility and ease of installation of electrical, computer, data systems, as well as the return airflow. Most of the interior walls in the main building are modular and can be easily dismantled and reconfigured as is all the integrated and modular furnishings. Energy-efficient cooling utilizes overhead chilled beams, supplemented by air flowing from an air handling system. Reducing the energy requirement to move air by 75%. Utility power is supplied to the complex from 1 of 2 available substations. Backup power is supplied by three 1-megawatt generators, each of which are capable of handling all load requirements. Under load conditions, two generators will operate at the same time and share the load to provide further redundancy. All critical electrical circuits, such as the data center and the 911 call center, are also supported by two 1-megawatt UPS battery backup systems. These UPS units effectively provide seamless power transfers during an outage but have enough reserve capacity to provide up to 2.5 hours of runtime unassisted. Operational model: The facility is jointly owned by Leon County and the City of Tallahassee. The facility is maintained and operated by Leon County by way of interlocal agreement and joint funding with the City of Tallahassee. Leon County provides three full-time maintenance positions and one part-time operational position to manage the site. The maintenance staff perform routine preventative maintenance, respond to occupant-based needs, and on-call after hours response. Specialty maintenance, replacement and repairs are contracted through service vendors. IT and Data are served separately by County and City staff, sharing a unified data center.
