The Owner is the City of Albany, and the work site is located in the City of Albany. The projects limits extend from: the intersection of Lark Street and Madison Avenue to the intersection of Lark Street and Washington Avenue. Each bid must be accompanied by cash in United States currency or a certified check of the Bidder in the amount not less than five percent (5%) of the bid. Liquidated Damages. OWNER and CONTRACTOR recognize that time is of the essence of this Agreement and that the OWNER will suffer financial loss if the Work is not completed within the times specified.
