The City of Hays and Ellis County are requesting proposals from companies interested in providing equipment, installation, and services . Fiber optic network connectivity from City Hall (1507 Main St) to the new City Fire Station (41st and Post Rd) and the new County Public Works building (1681 250th Ave). Options for additional buildings are also being requested as alternates to the core project. The City of Hays and Ellis County reserve the right to reject any and all proposals or any part of any proposals, to waive minor defects or technicalities, or to solicit new proposals on the same project or on a modified project which may include portions of the originally proposed project. The City and County also reserve the right to negotiate with any vendor, all or part of any proposal. Interpretations and/or clarification shall be
requested in writing from the City of Hays, IT Director, Chad Ruder. A 12-strand dark fiber connection from the City Hall data center to the new
City Fire Station and the new County Public Works facility, fully terminated at
each location. 6 Strands shall terminate at the Fire Station and 6 strands
shall terminate at the Public Works facility (see map after proposal summary)

This fiber connection will be owned, not rented, or leased, by the City of Hays
and Ellis County
(Please note any details regarding requests for utility locates and repair of
damage. Please also note hourly repair costs and what the City and County
would be responsible for if damage occurs to more than just our strands. If
no information is provided it is assumed that utility locates and repair will be
covered and not City or County responsibility)
o Fiber must be brought to and terminated to the location(s) of our choice
o Ethernet converters, patch cables, and switches will be the
responsibility of the City of Hays and Ellis County
Fiber shall be single mode
o Acceptance testing and all necessary equipment to perform testing of the
fiber optic network shall be provided.
o This project shall be completed and to the locations by December 1st,
2023, with final terminations to be completed when the yet to be
constructed buildings are ready.
o A detailed list of warranty terms for all items should be included in the
proposal. Any pertinent documentation regarding the project plans,
configurations, reference manuals, and cable route shall be completed at the
end of the project.
o All permits and rights of way are the responsibility of the vendor
o All travel, setup, configuration, and training is to be included in the proposal
o Include all equipment, installation, line pulls, configuration, and training
needed for this project to be a successful "turnkey" event.
o The City of Hays and Ellis County expect a professional job, done
commensurate with the standards and practices of the profession / or
business.
o The company shall be fully qualified, insured, and licensed to provide
installation and training for these services.
o All products provided under the terms of this contract shall be new and free
from defects in material and workmanship.
