The City of Dallas Department of Public Works seeks statements of qualifications (SOQ) from engineering consultant firms to provide professional services related to Streets, Alleys, Sidewalks, Transportation, and special projects in various locations within the City of Dallas. SOQs shall address all services listed in this request for qualifications (RFQ). The City will assess the selected firms based on qualifications needed for any given specific projects. At this time, there are no specific projects identified for consultant selection; however, all design services should be completed within one (1) to two (2) years of the contract start date as required to meet project schedules. A contract may include limited or full project design services, technical studies, data collection, reports, and other miscellaneous professional services related to City streets, sidewalks, bike lanes, bridges, water and wastewater, storm drainage systems, and hydrologic/hydraulic analysis. In most cases, at minimum, the scope of work may include design surveying, geotechnical investigation/analysis, Texas Department of Licensing and Regulation (TDLR) reviews and inspection, and basic civil engineering services. Other services that may include boundary surveying, landscape architecture, street/pedestrian lighting, traffic control, traffic signal design, subsurface utility engineering (SUE), storm water pollution prevention, construction phase services, problem analysis, traffic impact analysis, feasibility studies, site and existing condition surveys, planning, and other professional and technical services The scope of professional services may be awarded in the following categories: A. Street Reconstruction/Complete Streets/Thoroughfare B. Alley Reconstruction/Sidewalk Improvements C. Special Services (Traffic Signals, Street Lighting/Pedestrian Lighting, Permanent Traffic Signs, Bike Design, Traffic Studies, Data Gathering, Permanent Paving Markings) Deadline for Questions: May 12, 2023 Some projects may include federal or state funding and therefore must conform to federal and state requirements. Administration of architectural and engineering services for these projects must comply with the City of Dallas and Texas Department of Transportation procedures, manuals, policies, and federal requirements cited in 23 CFR Part 172 and with Texas Government Code Chapter 2254.
