The City of Santa Clara is seeking proposals for the purchase of up to 22 high voltage transformers as follows: Base Quantity: Quantity 2 / 336/448/560 MVA, 230kV +/- 2 x 2.5% DETC, 115kV +/- 16 x 0.625% OLTC, Autotransformer Quantity 12 / 202/269/336 MVA, 115kV +/- 2 x 2.5% DETC, 60kV +/- 16 x 0.625% OLTC, Autotransformer Optional Quantity: Quantity 4 / 336/448/560 MVA, 230kV +/- 2 x 2.5% DETC, 115kV +/- 16 x 0.625% OLTC, Autotransformer Quantity 4 / 202/269/336 MVA, 115kV +/- 2 x 2.5% DETC, 60kV +/- 16 x 0.625% OLTC, Autotransformer Vendor/Manufacturer shall provide a turn-key solution inclusive of transformer design; fabrication; factory assembly; factory acceptance testing; disassembly; transport to site; assembly at site; testing and commissioning at the site; and all parts, materials, labor, and equipment necessary for the complete fabrication and installation of a fully operable transformer in compliance with the final transformer technical specification and final approved shop drawings. INSTRUCTIONS: Please start with and refer to the RFP "Transformer Main Document" file for a complete summary of requirements, RFP process, and submission instructions. All supporting attachments may be found in the appropriate folders on the Periscope S2G system. Note that this RFP will be published as separate files: RFP Main Document, Attachment A, Attachments B1-B4, Attachment C, Attachment D, Exhibits 1 and 2. Please be certain that you have downloaded all of these files off the BidSync portal. Proposals will be submitted by uploading and attaching on the line item where bidders are asked to enter their company name and a "0" value for the unit cost. This will allow the City to easily access proposer names and contact information, and publish post submittal information. This information will not be scored. Added on Feb 28, 2023: Please note that we are required to include the following information regarding this RFP: In order to comply with the Governor's Executive Order, the following information is provided which will be included in City bids and agreements until such time that the EO is rescinded. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (EO) regarding sanctions in response to Russian aggression in Ukraine. The EO directs the City of Santa Clara to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. This correspondence serves as a notice under the EO that as a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website. Due to the recent bid deadline extensions, the City is re-opening the RFP question and answer period through April 14th, 2023, at 8:30 PM, PST.
