As of March 14, 2024, per owner a design team has been identified. This project is engineering (design) only. The Towns of Jaffrey, New Hampshire seeks statements of qualifications from qualified engineering firms to provide professional engineering services for water supply, treatment and distribution involving PFAS and Manganese compounds. The Towns of Jaffrey has been investigating small levels (0 PPT to 30 PPT) of PFAS contamination at the Turnpike Well site located at 104 Turnpike Road in Jaffrey, NH in anticipation of the newly proposed United States Environmental Protection Agency (EPA) PFAS Rule. Please note that "PFAS" in this document, and all related, shall encompass all Per- and Polyfluorinated Substances that are currently regulated by The New Hampshire Department of Environmental Services (NHDES). This site is the original 1960s well site for the Town's public drinking water system. A second, redundant, well was drilled here in 2006. The two combined wells have the ability to run in an alternate sequence and can provide a total of 468,000 gallons per day of flow. The original vertical turbine (Well 1) from the 1960s has shown to have higher levels of PFAS contamination than Well 2 and is currently offline. Well 2 is online and has been running fine. Neither wells are currently over the NHDES MCL for all regulated PFAS compounds. Because of the high manganese levels at this location, Manganese treatment is also needed pre-PFAS treatment. The engineering services related to this RFQ are to design a new or supplemental water treatment facility to the existing water treatment building / well house located at 104 Turnpike Road in Jaffrey, NH. The Scope includes all engineering services to design, develop an estimate of probable costs, construction administration, and placement on-line all infrastructure to activate this supply. Interested firms shall also submit qualifications to perform general engineering services related to water supply development, treatment, operations, distribution, SCADA and GIS/WaterCAD modeling and mapping. The work outlined above is indicative of type of work expected to be contract. The method of Contractor Selection has not been Determined at this time.
