QUESTIONS Questions regarding this Request for Qualifications (RFQ) shall be submitted via email to: Adam Kanold, PE Assistant General Manager/Engineering Manager Montecito Water District 583 San Ysidro Road Santa Barbara, CA 93108-2124 akanold@montecitowater.com Questions submitted after 5:00 PM on June 1, 2023 will not be answered. Proposals shall be submitted via email titled Proposal for Planning and Design Services for the Highline Water Main Repair at Bella Vista. SCOPE OF SERVICES The Proposer shall include a description of all project tasks including those suggested herein with any recommended changes or additions. Each task shall include a discussion of the proposed methodology, key personnel involved and scheduling. This scope will fulfill an urgent need for the District. All work shall be considered time sensitive. The Proposer will also be responsible for all survey, geotechnical and environmental documentation as described below. Task 1: Project Management The Proposer shall perform all project management tasks for the project. This task shall include written monthly updates to the District throughout the entire project describing the status of each task and ongoing items within each task. This task should also include all required communications with the District during the project to effectively convey progress updates, changes in work, and meeting minutes. A project kick-off meeting shall be held at the District's office with attendance from key personnel from the Proposer's team. During the kick-off meeting, the scope of services, project schedule and communication protocols shall be reviewed and finalized. A project closeout meeting shall also be coordinated and held at the District's office upon completion of construction. Task 2: Data Collection and Topographic Survey The District will provide the selected Proposer with available information pertaining to the Highline location including but not limited to Record Drawings (PDF Format) and Site Photos. The proposer shall review all available data from the District and public sources and shall perform utility research for any and all utilities in the project area. The Proposer shall also provide a topographic survey performed by a CA registered professional land surveyor. The survey should include all components necessary for engineering design including but not limited to 1 foot contours, existing utilities, property lines, vegetation including any oak trees or protected tree species, and all existing water infrastructure including the 14-inch main, service taps, blowoff valves, air valves, meter boxes, and private water pipes within the project area. Deliverable: The Proposer shall provide the District with the raw survey files in AutoCAD format. Task 3: Preliminary Design Alternatives Analysis (including geotechnical analysis) The Proposer shall perform a Preliminary Design Alternatives Analysis. The Proposer shall provide the District with a technical memorandum that provides a minimum of three design alternatives. For each alternative, the Proposer shall outline the advantages and disadvantages, include conceptual design plans developed to a 30% completion level which shall include a plan and profile of the proposed pipeline alternative, provide an estimated construction duration, and develop opinions of probable construction cost. The Proposer shall perform a geotechnical investigation at the site to support the proposed design alternatives. The District does not have historical geotechnical information for any of these sites. The Proposer should include in their Proposal a description of any firms that would assist with the geotechnical investigations. Deliverable: The alternatives shall be presented to the District in the form of a draft technical memorandum to be submitted via email and reviewed via teleconference. The District and Proposer will determine the preferred design alternative for each site during the review meeting. Following the meeting, the Proposer shall finalize the technical memorandum. Task 4: Environmental Review The Proposer shall prepare the required documentation for the project, which is expected to be an Initial Study-Mitigated Negative Declaration (IS-MND). The Proposer should include in their Proposal a description of any firms that would assist with environmental review. The environmental review should include site visits by required personnel to ensure accurate descriptions of potential biological, archaeological, and all other potential environmental impacts caused by the project that should be addressed by an IS-MND. Deliverable: The Proposer should submit a draft IS-MND for District review. All District comments should be incorporated into the Public Review Draft IS-MND which will be reviewed by the District Board of Directors prior to public review. Task 5: Develop Plans, Technical Specifications and Opinion of Probable Cost The Proposer shall prepare 60%, 100% and Final design plans, technical specifications and opinions of probable construction cost for the proposed 14-inch steel pipe alignment. The design drawings shall be prepared in AutoCAD and shall include a plan and profile of the proposed pipe alignment including all piping, connections, appurtenances, and other relevant details such as reinforcement, concrete work, etc. The design package shall include pipe and any other calculations to support the proposed design. The technical specifications shall be prepared as supplements to the Standard Specifications for Public Works Construction 2015 Edition "Greenbook" in Microsoft Word. The Proposer shall also develop a temporary bypass piping plan and accompanying specification to allow for the permanent repairs to be implemented by the selected Contractor. The District will provide the Proposer with the District's boiler plate front end specifications for review and coordination with the Technical Specifications. The deliverables shall be submitted to the District as one electronic copy (native files) and two hard copy sets with full size drawings plotted on Bond. Each deliverable shall be followed by a teleconference to review the designs. Deliverables: (1) 60% Design Plans, Specifications and Opinion of Probable Cost (2) 100% Design Plans, Specifications and Opinion of Probable Cost (3) Final Design Plans, Specifications and Opinion of Probable Cost Task 6: Bid Support The Proposer shall provide support services to the District during the bidding phase to provide written clarification to bidder questions and assist the District in preparing addendums as needed. The Proposer shall also attend the construction pre-bid meeting with contractors to answer any question and perform a site walk. The Proposer shall provide bid tabulation and a bid evaluation. Task 7: Construction Support Services The Proposer shall attend a project kickoff meeting with the selected contractor. The Proposer shall provide construction inspections at least twice per week by a qualified inspector during the construction period. The District will conduct daily inspections of the Contractor's operations, however the Proposer shall provide specialized inspection staff for construction activities related to earthwork, concrete/structure construction and the welding of steel pipe. The Proposer shall respond to up to 10 Requests for Information (RFIs) and review up to 20 shop drawings to be submitted by the Contractor. The shop drawing/submittal reviews will include one initial and one subsequent review for each separate submittal. The Proposer will also review up to 5 change orders from the contractor. The Proposer shall also provide construction environmental services described in the ISMND. Task 8: Record Drawings At the completion of the project, the Proposer will develop and submit Record Drawings based on one (1) complete set of clean, red-lined plan mark-ups received from the Contractor. The drawings will clearly depict all project components including the new pipe alignment, all adjacent utilities, depth of bury, all pipe fittings, and service connections. Record Drawings will be submitted to the District in AutoCAD and PDF format. Deliverables: (1) Record Drawings IV. PRE-PROPOSAL SITE VISIT There is no scheduled pre-proposal site visit. The project is located in a remote area of Montecito and requires access through private property. Proposers should not attempt to access the project site by themselves. A site visit will be conducted with the selected Proposer
