Site work and renovation of a mixed-use development in Conroe, Texas. Working plans call for site work for a water / sewer project; and for the renovation of a residential development.

It is the intent of Montgomery County to secure pricing and availability for the Installation of Aerobic Septic System(s) and Residential Water Well(s) in a residential setting to be utilized by Montgomery County Community Development. Installation of Aerobic Septic System(s) Properly abandon existing septic equipment, pump and tank(s) - (tanks may be pumped crushed and filled with dirt) o Up to fifty (50) feet of solid (schedule 40) pipe from the home to the first tank o Provide an aerobic septic system with liquid chlorinator all spray systems and some drip systems o Installation of concrete tanks and/or Fiberglass tanks to be determined by Montgomery County per project. o Repair any and all damages, to a reasonable extent, to include, but not limited to driveway(s), culvert(s), yard(s), etc. caused by equipment travel, delivery of tanks and or installation. o Installation of all electrical to be included. Any electrical work on interior panel of any home to be done by a licensed electrician. o All installed electrical lines to be encased in approved conduit following NEMA standards. o Allow for one (1) visit to fill in settlement around tanks and trenches, after sufficient time and several rains help facilitate settlement. o Vendor shall clear the area to be used for disposal field. o A five (5) year maintenance service contract must be included with the installation of any aerobic type system. o A five (5) year complete system warranty must be included with the installation of any aerobic septic system. o Warranty shall include, but not limited to, two (2) pump outs during the five (5) year warranty, pumps, tanks, spray heads, controllers, floats, etc. Residential Water Well(s)- Drill test hole(s) to 300' to determine best well depth. o Water quality analysis test with a copy of the report to Montgomery County Environmental. o Provide and install concrete slab sized to fit water well area. (minimum size of concrete slab: 6'x6'x6") o Drill well at depth necessary to obtain the proper water flow. (10 gpm minimum) o Bury new water line (schedule 40 PVC) at a minimum of twelve inch (12") depth. o Install all electrical as required for operation. All wiring shall be in conduit sized for wire and to meet latest state and local electrical code. o Repair any and all damage to include, but not limited to driveway(s), yard(s), etc. o Vendor shall provide Community Development and Environmental with well log copy and plugging report, if needed, for this project. o Vendor is responsible for obtaining any and all permits required for installation of well. o Vendor is responsible for registration of well and providing Montgomery County Community Development and Environmental with a copy of the registration. o Vendor shall provide Community Development with all warranty information. o Vendor shall contact texas811.org or call (1-800-344-8377) prior to any digging/excavation. All bids shall be submitted on the basis of unit pricing as provided in the bid specifications. Payment to successful bidder shall be net thirty (30) days after receipt of products, materials, services or invoices, whichever is later unless otherwise stated in specifications. The project will be funded with Federal dollars and/or from Community Development Block Grant Program. Since the project is funded with Federal dollars and/or Community Development Block Grant Program, the vendor must be in compliance with the following requirements: Historically Underutilized Business (HUB). The required Disadvantaged Business Enterprise goals for this project are approximately 4% DBE firms if applicable. DBE firms must have the appropriate certification. HUD Section 3. Policy- It is the policy of HUD Disadvantaged Business Enterprise (DBE) has the maximum opportunity to participate in the performance of contracts financed in whole or part with Federal Funds. The contractor agrees to ensure that DBEs have the maximum opportunity to participate in the performance of contracts and subcontracts financed in whole or in part with Federal funds. The contractor shall not discriminate on the basis of race, color, national origin, sex, creed, religion, ancestry, disability or other handicap, age, marital/family status with regard to public assistance in award and performance of contracts funded in whole or in part with Federal funds. Montgomery County is required to follow guidelines set forth in Title 24-Housing and Urban Development, Federal document 24 CFR 85 (Code of Federal Regulations). Certification of non-segregated facilities - 41 CFR Part 60-1.8. Comply with Title VI of Civil Rights Act of 1964 (PI. 90-352) as amended; Title VIII of the Civil Rights Act of 1968 as amended; the Fair Housing Act (P.L. 90-284); Section 504 of the Rehabilitation Act of 1973; the Americans with Disabilities Act of 1990; The Age of Discrimination Act of 1975; Executive Order 11063 as amended by Executive Order 12259; and with Executive Order 11246 as amended by Executive Orders 11375, 11478, 12106 and 12107. Comply with any Federal Regulations issued pursuant to compliance with Section 504 of Rehabilitation Act of 1973 (29 U.S.C. 794), which prohibits discrimination against the handicapped in any Federal funded contract. Comply with Affirmative Action and Executive Order 11246 of September 24, 1965. Compliance with the provisions of Section 3, the regulations set forth in 24 CFR 135, and all applicable rules and orders issued there under. Comply with Hatch Act. Conflict of interest - comply with the provisions of 24 CFR 570.611. Definitions - Disadvantaged Business Enterprises (DBE) means a small business concern (1) which is at least 51 percent owned by one or more socially and economically disadvantaged individuals, or in case of any publicly owned business, at least 52 percent of the stock of which is owned by one or more socially and economically disadvantaged individuals; and (2) whose management and daily economically disadvantaged individuals who own it, as certified. The right is reserved, as the interest of Montgomery County Commissioners Court may require rejecting any one or all bids and to waive any informality in bids received. All bids received after the above designated closing time will be returned unopened. Vendors are responsible for monitoring the Office of the Montgomery County Purchasing Agent for any Addenda, which may be issued.
